This dissertation examines the actual contents of the Japanese colonial government policy on training, hiring Korean elementary school teachers in the First Educational Ordinance.
First of all, in terms of the policy on training the elementary school teachers, the Japanese government-general of Korea focused only on the intensive training courses for the prospective elementary school teachers in a short period of time and hired teachers with low payment to reduce the budget. In addition, they introduced the examination of qualification for the school teachers, which was the cheapest way of recruiting qualified teachers without any training courses. If it was necessary to foster the elementary school teachers, they established provisional educational institutions in which prospective teachers would take the short-term crash courses or just hired the untrained teachers to meet the needs despite their lack of qualification.
In the beginning of the colonial period, the Japanese government-general abolished the colleges of education which were established during the pre-colonial period, and instead fostered the school teachers by training in the short-term crash courses. After the 1919 Independence Movement, the colonial government enforced ‘the project of extension of the elementary education’, which intended to fill up vacancies of teachers by fostering large numbers of teachers in short period.
