朝鮮憲兵司令官 立花小一郞과 ‘무단통치’ -『立花小一郞日記』를 중심으로 (Tachibana Koichiro, the Commander of the Military Police Forces and the Military Colonial Rule : Focusing on the Diary of Tachibana Koichiro)

초록

본 논문은 다치바나가 경무총장으로 재임한 2년간의 일기를 소재로 다치바나의 조선인맥, 경무총장으로서의 업무, 조선총독부의 통치정책과 조선인, 재조일본인을 포함한 조선사회와의 관계, 조선 통치관을 살펴봤다. 먼저, 다치바나는 조선귀족이나 조선인 고위관료를 제외하고는 그다지 조선인과 접촉하지 않았다. 회유와 포섭의 대상이었던 조선귀족들에게도 묘지문제에 대해 고압적인 자세를 보였고, 조선인의 결사, 정치활동에 대해서 철저히 억제했다. 한편 다치바나는 언론인, 종교인, 의사, 기업인 등 다양한 민간일본인들과 접촉했는데, 이들은 자신들의 목적과 이익을 위해 다치바나에게 진정, 청원, 교섭하고 있었다. 논쟁을 좋아하는 다치바나는 장관회의에서 우사미 내무부장관과 의견 충돌이 잦았을 뿐 아니라 데라우치 총독과도 종종 대립하곤 했다.
제1차 세계대전이 발발하자 조선총독부는 신문통제를 강화하고 ‘獨探’ 색출에 열을 올리면서 사상통제를 강화하였다. 다치바나는 일본정부의 원세개 정권에 대한 21개조 요구를 기회로 대륙진출을 확대하여 만몽문제의 해결을 도모하고자 하였다.
한편 다치바나 일기에서는 보이는 식민지조선사회는 조선총독부의 압도적인 우위 속에서도 일방적인 식민지 지배정책에 대해서 반발, 저항, 교섭하면서 변화의 조짐을 보이기 시작했다. 재조일본인 역시 지역개발과 자신들의 안전을 위해 병영유치 운동을 활발히 전개하면서 일방적인 총독부의 정책에 반발하였다. 궁삼면의 조선농민들은 청원운동, 법원에 대한 소송제기, 소작료 불납운동을 통해 동척에 토지소유권반환을 요구했는데, 무력을 앞세운 무단통치에 숨죽여왔던 조선인들이 서서히 자신의 목소리를 내기 시작했던 것이다.
마지막으로 다치바나는 조선인에게 참정권을 부여하는 것에 대해서 극도로 부정적이었지만, 민적법을 개정하여 조선인에게 병역의 의무를 지우는 데에는 매우 적극적이었다.

영어초록

This article examined several issues based on Tachibana Koichiro’s diary written during his tenure of the president of police affairs: Tachibana’s personal connections in Joseon; his tasks as a president of police affairs; the relation between ruling policy of Japanese Government General of Joseon and Korean society including Japanese residents in Joseon ; and its ruling view about Joseon. First of all, Tachibana did not contact with the Korean much except a few aristocrats and high-ranking government officials. Even when he met aristocrats who were the targets of subumption and conciliation, he showed high-handed attitude to them about the cemetery issues, and suppressed the Koreans’ organizations and political activities. On the other hand, Tachibana have met diverse civil Japanese including journalists, men of religion, doctors, and businessmen, and their purposes of contacting and petitioning Tachibana were to aim their own interests. Tachibana was contentious and on this account, he had conflicts with Usami, the Secretary of Interior at the cabinet council as well as with Derauchi, a governor general often.
As the World War Ⅰbroke out, Japanese Government General of Joseon reinforced the thought control through tightening the control over the media, and searching doktam (German spy) madly. Tachibana desired to settle the problem of Machuria and Mongolia by advancing to the continent taking Japanese government’s demand of 21 articles to Yuan Shikai regime as an opportunity.
Meanwhile, the colony, Joseon society shown on Tachibana’s diary started giving an indication of change fighting again, negotiating, and resisting unilateral colonial ruling policy even under the oppression. The Japanese residents in Joseon encouraged the community development and the military draft for their own safety, and revolted against the Government General’s policy. Korean peasants in Gungsam-myeon demanded for return of the land ownership through lobbying, suing the court, and refusing farm rent payment. Koreans who held their breath under the military colonial rule started raising their voices.
Tachibana was extremely negative about granting suffrage to the Korean but very aggressive about revising census registration law and imposing obligation for military service.
