인류무형유산 씨름의 남북 공동등재 의미와 과제 (The Meaning and Tasks of the Intangible Heritage Wrestling in South and North Korea)

초록

2018년 남북의 공통된 무형유산인 씨름이 처음으로 유네스코 인류무형문화유산에 공동 등재되었다. 그 의미를 몇 가지로 정리하면 다음과 같다.
첫째, 씨름은 남북이 공동으로 유네스코 유산에 등재한 첫 사례이다. 2019년 4.27 판문점 선언과 함께 찾아온 씨름의 공동등재는 70년간 갈라진 남북을 하나로 잇는 상징적 사건으로서, 앞으로 남북의 유산교류에 새로운 전기를 마련했다고 할 수 있다.
둘째, 씨름의 남북 문화적 정체성을 재확인한 자리였다. 유네스코 평가기구가 씨름이 연행과 전승양상, 공동체에 대한 사회적․문화적 의미가 같다는 점을 들어 전에 없던 개별 신청 유산의 공동등재를 결정한 것도 바로 남북 씨름의 공통점 때문이었다. 그 결과 분단이 갈라놓은 유산이 오히려 분단을 묶어주는 역할을 한다는 점에서 민족공동체 유산의 가치와 의미를 재인식하는 계기가 되었다.
셋째, 씨름의 공동등재는 분단을 넘어 세계를 잇는 유산의 상징이 되었다. 씨름의 공동등재는 남북 간 구성원들의 염원과 의지에 공감한 유네스코와 국제사회가 전례 없이 적극 협력하여 성사되었다는 점에서 시사하는 바 크다. 오드리 아줄레 사무총장도 “남북한의 공동등재는 전례가 없는 일”이라며, “공동등재가 남북 평화정착 과정에서 높은 상징성을 갖는 한편, 서로 간에 이해의 다리를 놓고 평화를 만드는 문화유산의 힘을 다시 한 번 증명했다.”고 축하하였다.
그동안 유네스코 유산 가운데 분쟁 또는 정전 중 화해를 위한 공동등재의 사례는 찾아지지 않는다. 그런 점에서 볼 때, 씨름은 유네스코 유산제도가 생긴 이래 거의 유일한 사례로 평가된다. 결국 씨름의 공동등재는 한 나라의 정체성을 확인하는 일국사적 의미를 넘어 화해와 평화의 가치 실현이라는 인류사적 의미로 해석된다. 모쪼록 씨름의 사례가 유네스코가 당면하고 있는 분쟁과 갈등의 정치적 과제를 해결하는데 실마리가 될 수 있기를 기대한다.

영어초록

In 2018, the common intangible heritage of the two Koreas, Ssireum, was co-registered for the first time in the UNESCO Intangible Cultural Heritage.
First, wrestling is the first case in which the two Koreas jointly listed in the UNESCO heritage. The joint registration of the wrestling, which came with the declaration of Panmunjom in 2019, is a symbolic event that connects the two Koreas divided for 70 years, and it can be said that it has set a new era for the exchange of heritage between the two Koreas.
Second, it was a place to reaffirm the cultural identity of the South and North. It was because of the commonality of the two Koreas that the UNESCO evaluation agency decided to co-register the individual application heritage that had not been established before, considering that the wrestling was the same as the performance, tradition, and social and cultural meaning of the community. As a result, the heritage divided by the division plays a role in binding the division, which became an opportunity to re-recognize the value and meaning of the national community heritage.
Third, the joint registration of wrestling became a symbol of heritage connecting the world beyond the division. The joint registration of the wrestling is significant in that UNESCO and the international community, which sympathized with the wishes and will of the members of the two Koreas, actively cooperated and concluded without precedent. “The joint registration of the two Koreas is unprecedented,” said Audrey Azule, secretary general. “The joint registration has a high symbolism in the process of establishing peace between the two Koreas, and once again proves the power of cultural heritage to make peace with each other.” In the meantime, there is no case of joint listing for reconciliation during dispute or power outage among UNESCO heritage. In that sense, wrestling is considered to be almost the only case since the UNESCO heritage system. In the end, the joint registration of wrestling is interpreted as a historical meaning of human beings, realizing the value of reconciliation and peace beyond the national historical meaning of confirming the identity of a country. I hope that the case of Mozorok wrestling will be a clue to solving the political challenges of the conflicts and conflicts facing UNESCO.
