『무예도보통지』유네스코 세계기록유산 등재 방안 (Plan for UNESCO Memory of the World Registration of 『Myedobotongji』)

초록

이 연구의 목적은 『 무예도보통지』의 유네스코 세계기록유산 등재 전략과 과제를 검토하는 것이다. 이에 대한 결론은 다음과 같다.
첫째, 1790년(정조 14) 정조의 명에 의해 편찬된 『 무예도보통지』는 전체 5권 5책으로 구성되어 있다. 당시의 한국⋅중국⋅일본 등 동아시아 단병무예를 가장 집약적으로 보여줄 수 있는 군사관련 무예기록유산이다.
둘째, 세계기록유산 등재절차는 신청서접수, 조사, 평가, 권고, 국제자문위원회에 제출, 등재까지 6단계로 진행되며, 소요되는 기간은 2년이다.
셋째, 세계기록유산 등재에 관한 구체적인 주요기준은 첫째, 유산의 진정성(Authenticity)으로 해당 유산의 본질 및 기원(유래)을 증명할 수 있는 정품이어야 한다. 둘째, 독창적(Unique)이고 비(非)대체적(Irreplaceable)인 유산으로 특정 기간 또는 특정 지역에 지대한 영향력을 끼쳤음이 분명한 경우이다. 셋째, 세계적 관점에서 유산이 가지는 중요성이다. 한 지역이 아닌 세계적으로 어떠한 영향을 끼쳤는지 여부와 시간(Time), 장소(Place), 사람(People), 대상/주제(Subject/Theme), 형태 및 스타일(Form and Style)의 다섯 가지 요소 중 한 가지 이상 증명할 수 있어야 한다. 넷째, 보조 요건으로 ①희귀성, ②원 상태로의 보존(Integrity). ③위협(Threat), ④관리 계획(Management Plan)이다.
넷째,『 무예도보통지』 세계기록유산 등재과제는 다음과 같다. ①『 무예도보통지』의 서지학적 연구를 통한 귀중본 또는 보물 지정이 필요하다. ②『 무예도보통지』에 대한 영문 번역본 사업이 필요하다. ③『 무예도보통지』유네스코 기록유산 등재추진위원회가 준비되어야 한다. ④『 무예도보통지』등재를 위한 정부와 민간 관련 부처, 학계의 긴밀한 협조체제가 이루어야 한다. ⑤『 무예도보통지』 세계기록유산 등재를 위해서는 유네스코가 지향하는 등재기준과 조건을 충족해야 한다. ⑥『 무예도보통지』 세계기록유산과 세계무형유산 등재를 위한 기반을 마련해야 한다.
다섯째,『 무예도보통지』는 세계기록유산 등재 과제를 보완함으로써 유네스코 세계기록유산 등재를 추진해야 한다. 북한이 2016년 아시아태평양 세계기록유산으로『 무예도보통지』를 등재했듯이, 우리나라도『무예도보통지』에 대한 충분한 가치와 위상을 가지고 준비해야 하며, 세계인들에게 우리의 우수한 기록문화 정신과 진정성을 보여줘야 할 것이다.

영어초록

This research aimed at examining the strategy and task for UNESCO Memory of the World registration of 『 Muyedobotongji』. Research results are as follows.
First,『 Muyedobotongji』published by King Jeongjo in 1790(Jeongjo 14th year) was composed of 5 books in 5 editions on the whole. This is military martial arts record heritage that could show East Asian Danbyung martial arts of Korea⋅China⋅Japan most intensively.
Second, Memory of the World Registration procedure is proceeded in 6 stages, i.e. application form receipt, investigation, evaluation, recommendation, and submission to international consultation committee, and registration, required time thereof is 2 years.
Third, concrete and major standards related to Memory of the World registration are, first, it should be the true one that can verify the essence and the origin(beginning) of the relevant heritage based on the authenticity thereof. Second, it should be the definite case that has had significant influence on a specific period or specific region as a unique and irreplaceable heritage. Third, importance of the heritage based on the global viewpoint. Whether of influence of the world beyond a region, in respect of over one factor among the five factors, i.e. Time, Place, People, Subject/Theme, and Form and Style should be verified. Fourth, subsidiary factors are ①Rarity, ②Integrity, ③Threat, and ④Management Plan.
Fourth, Memory of the World registration plans for『 Muyedobotongji』 are as follows. ①Designation of rare unit or treasure of『 Muyedobotongji』 through bibliographical research is required. ②English translation project of 『 Muyedobotongji』 is necessary. ③UNESCO Memory of the World registration promotion committee for『 Muyedobotongji』 should be prepared. ④Close cooperative system among the government, private relevant division, and academic circle should be prepared for the registration of『 Muyedobotongji』. ⑤For Memory of the World registration of『 Muyedobotongji』, registration standards and conditions that UNESCO aims at should be satisfied. ⑥Basis for Memory of the World and World Intangible Heritage registration should be prepared for『 Muyedobotongji』.
Fifth, UNESCO Memory of the World registration should be promoted by complementing the task for the Memory of the World for『 Muyedobotongji』. As North Korea registered『 Muyedobotongji』 as 2016 Asia Pacific Memory of the World, we should prepare enough value and status for the registration of『 Muyedobotongji』, also, should show the spirit and authenticity of our excellent archival culture to the world.
