초록

서북지역은 지역적 특수성으로 인해 기독교를 자발적으로 수용했으며, 다른 어느 지역보다도 청교도적인 윤리가 강한 곳이었다. 곧 이 지역은 다른 지역에 비해 철저하게 아래로부터 근대시민사회를 지향했던 곳이었다.
이들은 자신들의 생명권과 재산권을 법적, 제도적으로 보호받을 수 있는 새로운 근대국민국가를 건설하기 위해 정치, 사회활동에 나서게 된다. 그 첫 활동의 무대가 독립협회였다. 이후 독립협회가 해산된 이후 이들은 신민회를 통해 자신들의 활동을 전개해 나간다. 신민회 활동은 서북지역에서 가장 가시적인 성과를 거두었다. 1910년 한일병합조약으로 이들은 자신들의 이상을 관철시키기 위해 제국 일본과 지지기반을 확보하기 위한 경쟁을 벌어야 했다. 그 동안에는 전제정을 지향하던 황제와 경쟁을 해야 했으나 이제는 제국 일본과 경쟁해야 했다.
제국 일본의 강력한 물리력에 의해 이루어진 식민지 사회는 한국인들에게 시민권이 존재하지 않는 근대사회였다. 시민권을 얻어내기 위해 일부 조선인들 사이에서는 국민협회를 조직하여 참정권 청원 운동을 전개하였지만 성공하지 못했다. 결국에는 제국주의에서 벗어나야 가능한 일이었다. 서북지역 기독교인들은 제국주의에서 벗어나기 위해 다양한 정치, 사회적인 활동을 벌여나간다. 그리고 이러한 자신들의 활동은 많은 한국인들의 지지에 의해서 가능하다는 것을 3ㆍ1만세운동을 통해 배우고 자각했다.
그랬기 때문에 이들은 자산가들을 설득하기 위해 물산장려운동, 절제운동을 전개했으며, 농민, 노동자들을 자신들의 기반으로 삼기 위해 청년운동, 농민운동을 전개하였다. 그 지지의 원동력은 자발적인 공론 형성이라고 믿었다. 그러나 당시는 제국 일본이 강점한 식민지 사회였기 때문에 그들의 운동은 한계가 있었다. 그들이 전개한 운동은 국가의 법적, 제도적인 뒷받침에 의해서만 가능한 것이었다. 그럼에도 불구하고 그들은 끊임없이 근대시민사회의 기본인 시민들의 주체적이고 자발적인 공론 형성을 가장 중요시 여기면서 운동을 전개하였다. 이러한 그들의 운동은 해방 직후 서북지역에서 자치적인 시민 활동의 핵심적인 토대가 되었다고 볼 수 있다. 해방은 이들에게 식민지사회에서 전국의 모든 조선인들에게 확대되지 않았던 자신들의 이상을 이룰 수 있는 광활한 시험무대를 제공해주었다.

영어초록

The northwestern region received Christianity voluntarily due to its geographical uniqueness, and had stronger puritan ethics than any other areas. In this sense, we can say that the residents in this region pursued modern civil society thoroughly from the bottom compared to other regions.
They came to be involved in political and social activities in order to construct a new modern national state, which could protect their life and property rights institutionally. The first stage of such activities was the Independence Club. After the disorganization of the Club, they continued their activities through New People’s Association. The activities of New People’s Association attained the most visible achievements in the northwestern region. This result can be explained by the fact that, different from other areas, Christians in the northwestern area were mainly new merchants and industrialists, who had already begun to appear long time ago, as well as new intellectuals raised by them, and they pursued a modern civil society that could support their economic activities and protect them institutionally. With the Japan–Korea Annexation Treaty in 1910, however, they had to compete with Imperial Japan for securing their base of support in order to implement their ideals. Until that time they had competed with the Emperor who pursued a despotic government, but from that time on they had to contend with Imperial Japan.
The colonial society formed through Imperial Japan’s powerful force was a modern society that did not allow civil rights to Koreans. In order to acquire civil rights, some Koreans organized the National Association and waged the Movement of Petitioning for Political Rights, but the movement was not successful. After all, it was possible only when they cast off the oppression of imperialism. In order to get away from imperialism, the Christians in the northwestern region promoted various political and social activities. In addition, they learned and realized from the Independence Campaign in 1919 that Korean people’s support is an absolute essence for their activities.
Therefore, they promoted the movement for the consumption of local products and the frugality movement in order to persuade wealthy people, and conducted youth movements and peasant movements in order to attract farmers and workers as their supporters. Furthermore, they believed that the driving force of the support was the voluntary formation of the consensus. In the colonial society occupied by Imperial Japan at that time, however, their movements had a limitation. Such activities were feasible only with the government’s legal and institutional support. Nevertheless, they continued the movements, believing that what was most important was the subjective and voluntary formation of the consensus among citizens, who were the foundation of modern civil society. Such movements can be considered to have become the core base of autonomous civil activities in the northwestern just after the Liberation. The Liberation provided a vast stage of experiment for achieving their ideals, which could not be extended to all people in Korea during the days of colonial society.
