타자들의 2･28: 실종자의 사후처리를 둘러싼 요나구니섬 유족들의 궁리와 실천 (2･28 of the Others: A Case Study of ‘the Missing’ in Yonaguni Island)

초록

이 논문은 타이완(臺灣)2･28의 공적 해결 과정에서 배제된 요나구니섬(与那国島) 유족에 대한 구술조사를 토대로 한다. 비명횡사한 가족 성원의 사후처리 과정에서 유족들은 ‘사망’과 ‘실종’으로 양분되는 기록을 남겨 왔는데, 그로 인해 오늘날 인명 피해의 공적 승인을 요청하는 과정에서 ‘무엇이 사실이고, 실증인가’를 둘러싼 문제가촉발된다. 근친자가 2･28의 ‘수난자’로 공인될 수 있도록 절차를 밟는 과정에서 타이완 정부가 사망진단서(사체검안서)와 사망신고서, 제적등본만을 실증으로 판단함으로써 유족들의 신청을 각하시켰기 때문이다. 윗세대로부터 전해 들어온 타이완에서의‘실종’이 2･28과는 무관한 본적지에서의 ‘사망’으로 판정되어 버리는 상황은 유족들로 하여금 가족사와 2･28과의 연관성을 재인식시키는데 중요한 계기로 작용했다. 구전으로 전해 들은 실종담과 유년시절의 어렴풋한 기억이 전부였지만, 신청자로 살아온 지난 몇 년 동안 그들은 가족 성원의 실종이 어떻게 기억되고 어떠한 방식으로 기록되어 왔는지 추적함으로써, 비정상적인 죽음의 기억화/의례화 과정에서 각각의 문자 기록이 생산, 운용되어온 배경과 방식에 대해 검토했다. 그 과정에서 윗세대가 남긴 모순된 기록과 그 이면을 독해할 수 있는 방법론을 체득할 수 있게 됐다. 이를 통해 상충하는 문자 기록이 앞선 세대가 남긴 궁여지책의 산물이었음을 새롭게 이해하게 됐고, 사후처리의 각 국면에서 즉자적으로 발휘되어온 윗세대 유족들의 궁리와 지혜에 대한 성찰이 가능하게 됐다.

영어초록

This paper is based on oral investigation of the bereaved family of Yonaguni Island excluded from the public settlement process of the Taiwan 2･28. During the post-processing of the people whose survival status were not clear (the missing persons), a mixture of records from the bereaved families were found that indicated ‘death’ or ‘missing.’ As a result, the problem of ‘what is true’ is triggered in the process of requesting public approval of human casualties today. In the process of proceeding to allow those missing to be recognized as a “death” in the Taiwan February 28th cases, the Taiwanese government dismissed the application of the bereaved family by judging only the death certificate (the body examination document), death report, and the copy of the resident document as “exemplification.” The situation—in which the mysterious ‘missing’ that the upper generation recorded was judged to be ‘death’ in the public domain—served as a decisive opportunity for the bereaved families to re-recognize the connection between family history and the 2･28. In the past few years as applicants, they have reviewed the background and method of producing and operating each written record in the process of memory/rite of abnormal death by tracing how the disappearance of family members has been remembered and recorded. They were only told of the missing story from family members and only have the vague remembrance of childhood, but in this process they were able to learn the methodology to understand the contradictory records left by the upper generation. This has led to a new understanding that conflicting text records were the products of the upper generation’s desperate measure, and it was possible to reflect on the logic and wisdom that the bereaved family members displayed instantly in each phase of post-processing.
