북한의 ‘정면돌파전’ ‐ 전망이론으로 읽기 (Exploring North Korea’s ‘Head-on Breakthrough Battle’: Based on Prospect Theory)

초록

이 글에서는 북한의 ‘정면돌파전’을 전망이론(prospect theory)적 관점에서 탐색하고 평가하는데 초점을 맞추고 있다. 그리고 2가지 질문에 답하고자 했다. 첫째, 북한이 2019년 12월 조선로동당 중앙위원회 제7기 제5차 전원회의에서 새로운 전략적 노선으로 정면돌파전을 결정할 시기, 현 상태와 그 이후 상황을 손익으로 판단하는 기준이 된 준거점은 무엇이었는가? 둘째, 정면돌파전 결정시기 조성된 대내외 형세, 즉 국내상황과 대외환경 유동성 요인들이 현 상태와 이후 상황을 준거점 기준 손실영역으로 판단하는데 어떤 영향을 주었는가? 2가지 질문에 대한 답은 다음과 같다. 첫째, 북한이 2019년 김정은 신년사에서 새로운 길을 언급하고, 4월 최고인민회의 제14기 제1차 회의에서 연말까지로 북미 대화의 시한을 한정한 다음, 2019년 12월 정면돌파전을 결정하기까지 가장 핵심적인 준거는 국가경제성장과 인민경제 향상이었다. 정면돌파전 결정시기 사회주의 경제강국 건설은 북한의 존망과 직결된 핵심적 이익이었고, 따라서 정책결정에 있어서 핵심적 기준은 경제준거점이었다. 둘째, 북한이 정면돌파전을 결정하기 직전 까지 조성된 대내외적 정세는 북한지도부의 경제준거점에 부정적으로 작용했다.
국내상황과 대외환경의 불확실성으로 경제준거점 손실인식이 계속해서 누적되는 형국이었다. 김정은 위원장이 언급한 북한 내부의 각종 ‘폐단’과 2017년부터 강화된 대북제재, 그리고 2018년부터 이어온 북미대화의 최종결렬에 따른 손상과 충격, 여기에 사진찍기용 행사로 끝난 2019년 6월 북미 판문점 회동과 10월 스톡홀름 실무협상 결렬 등 연이은 대외적 상황악화로 북한지도부의 손실인식은 최고 수준이었다. 결국 북한은 최대한 현재상태의 손실을 회피하고 현상을 유지하면서 예상되는 기대목표 손실을 만회하고 원점상태를 복원하기 위해 정면돌파전을 결정한 것으로 보인다.
결론으로서, 정면돌파전은 국면전환 차원의 일시적 대응으로 끝날 수도 있으 나, 미국이 계속해서 빅뱅식 비핵화 방안을 고집하며 경로변경에 소극적인 상황이 지속되고, 2020년 1월 이후 시작된 코로나 19의 전지구적 유행(pandemic)에 따른 공급사슬 중단이 확대된다면, 북한 경제준거점의 불확실성을 더욱 높여 정면돌파 전은 장기화하면서 공세적으로 표면화될 전망이다.

영어초록

This paper brings to focus exploring and evaluating the ‘head-on breakthrough battle’ of Democratic People’s Republic of Korea (DPRK) from the perspective of prospect theory with answers of two inquiries. First, what was the reference point for judgement of DPRK on the status quo and circumstances thereafter by gain and loss during the period when DPRK determined a head-on breakthrough battle as a new strategical policy at the 5th Plenary Meeting of the 7th Central Committee of WPK? Second, at a time when a head-on breakthrough battle was adopted, how is the present internal and external situation, i.e., domestic context and the liquidity factors of diplomatic environment, affected when judging current and subsequent situations as a loss based on the reference point? The answers to the questions above are as follows: first, the fundamental criterion for DPRK to mention a new way in Jong-Un Kim’s New Year’s address in 2019, to limit the deadline for the North Korea-U.S. dialogue at the 1st Session of the 14th Supreme People’s Assembly in April and to decide the head-on breakthrough battle in December 2019 was the national economic growth and the improvement of the people’s living standards. At the time of deciding on a head-on breakthrough battle, the establishment of a thriving socialist country was a key interest directly related to the North’s survival.
Therefore, the core criterion in policy-making was the reference point of economy.
Second, the domestic and international conditions which have been developing just before the head-on breakthrough battle decision of DPRK negatively affected the economic reference of the North Korean Leadership. Due to the uncertainties in the domestic situation and the international environment, the perception of loss in an economic reference point continued to accumulate. The North Korean Leadership’s cognizance of downside was at its highest level because of various “bad practices” within the North which were stated by Jong-Un Kim, and a series of depravation of international situations, such as sanctions against DPRK which has been intensified since 2017, damage and shock from the final breakdown of North Korea-U.S. dialogue that has been ongoing since 2018, the Panmunjeom meeting between the North and the U.S. in June 2018 which merely ended as a photo op, followed by the rupture of the working-level negotiations in Stockholm in October. In the end, the DPRK appears to have decided on the head-on breakthrough battle in order to avoid losses in its current state as much as possible, to make up for expected losses and to restore its original state while maintaining the status quo.
In conclusion, the head-on breakthrough battle may end up as a temporary response on a phase-changing level. However, if the U.S. continues to insist on a Big Bang- style denuclearization plan and on its passivity in the path change, in company with that the suspension of the supply chain that has expanded due to the COVID-19 pandemic which has been occurred since January 2020, it will further raise uncertainties in the North’s economic reference, which will aggressively bring the headon breakthrough to the surface as it continues to be prolonged.
