초록

The Pipeline and gas agreement between FRG(Federal Republic of Germany) and Soviet in 1970 was one of the most important agreement in new ostpolitik. Pipeline and Gas agreement was the big business that built the foundation of the cooperation between FRG and Soviet, and was the model of following economic agreement.
The purpose of this study is to analyze the economic elevating cooperative ties between FRG and Soviet, and through studying this, we can see interrelation between economic interests of two countries and German question. France and Italy kept this agreement in check and monitored FRG's trade with Eastern Europe. It is noteworthy that CSU like anticommunism party carried forward this business actively.
FRG made used of this agreement as a means of promoting new Ostpolitik. In this study the writer noticed that the Pipe-gas agreement was signed keeping step with new Ostpolitik that was aimed coexistence with Soviet, examined coexistence through economic exchange and handling for german question in relation to economic exchange. The agreement accompanied with big business gathered momentum under the same goals that were economic benefits, coexistence and peace. Detente was already developed broadly and FRG jumped on the this bandwagon through new Ostpolitik. Through analyzing Pipe-gas Agreement in detail we can see practical approach for German question between the two countries, and detente that both countries promoted. through this understanding we can see also the agreement as a means of peaceful coexistence. Economic agreement intensified the division of Germany but, through this division and status quo, the institutional peace was realized. Moscow treaty was the good case that showed institutional peace of the both countries. Economic rapprochement and practical interest between two countries enabled to establish channels of communication and contact, although German question could not be improved, the inconvenience and damage caused by German question could be reduced. the Pipeline-Gas agreement was at the heart of eastern trade and new Ostpolitik.
