초록

신라 헌덕왕과 흥덕왕대는 재해로 인해 피해가 자주 발생하였다. 특히 가뭄과 홍수, 설해가 기근으로 이어지는 경우가 자주 있었다. 왕대별로 보면 헌덕왕대에는 5회, 흥덕왕대에는 2회에 걸쳐 기근이 들었으며, 이것이 연이어 발생한 특징이 보인다.
이 시기에는 재이 발생에 대해 미리 대비하는 적극적인 대응과 재이발생 후에 대응하는 소극적인 대응을 하였다. 먼저 적극적인 대응으로는 헌덕왕대의 전국적인 제방수리 조치가 찾아진다. 다음으로 소극적인 방법으로는 賑給, 使臣派遺, 軍隊派遣, 祈雨祭, 侍中의 교체, 赦免, 減常膳ㆍ避正殿, 巡狩 등이 있었다. 이처럼 다양한 방법을 통해 재이에 대한 대응을 하였지만, 민의 피해를 직접적으로 구제하기 위한 진급의 방법은 적극적으로 강구되지 못하였다. 특히 흥덕왕대에는 진급은 전혀 이루어지지 않았으며, 의례적인 조치가 자주 이루어졌다.
이러한 재이에 대한 대응 양상은 이 시기의 정치ㆍ사회적인 변화에도 일정한 영향을 주었다. 이전의 경우와 달리 지방세력까지 적극적으로 가담한 김헌창의 반란은 재이에 대한 미온적인 대응으로 인한 지방민의 불만도 하나의 배경으로 작용한 것이다. 또한 이 시기 재이발생과 이에 대한 대응의 영향은 사회적인 면에서 두드러지게 나타났다. 헌덕왕과 흥덕왕대에는 원성왕대 이후 도적이 다시 발생하였는데, 이는 기근 발생과 이에 대한 국가적 대응의 미비와도 관련성이 보이기 때문이다.
지방세력까지 적극적으로 가담한 김헌창의 반란과 함께 지방사회에서의 도적 발생과 활동은 흥덕왕 사후 왕위를 둘러싼 치열한 왕위계승쟁탈을 야기하는 데 중요한 역할을 하였다. 이러한 점에서 헌덕왕과 흥덕왕대의 재이는 이 시기의 정치ㆍ사회적 변화 특히 지방사회의 동향에 적지 않은 영향을 주었다고 할 수 있다.

영어초록

There frequently occurred damage due to disasters during the ruling period of King Heondeok and Heungdeok in the Silla Kingdom. Particularly, there frequently happened a case where droughts, floods and snow damage led to famine. Looking into this according to the reign of king, there was famine five times in the reign of King Heondeok, and twice in the reign of King Heungdeok, showing a characteristic of its continuous occurrence.
During these periods, there were a positive response like providing against the occurrence of Natural disasters in advance, and a passive response of taking measures after the occurrence of natural disasters. First, nationwide embankment repair measures in the reign of King Heondeok are regarded as an aggressive response. Next, as a passive method, there were relief grain for the poor people, dispatch of envoys and military troops to disaster areas, rituals for rain, replacement of a chief minister, amnesty, reduction in King’s food and King’s good behavior, King’s doing state affairs at other place than a palace for morning assemblies, and King’s patrols of people’s living status in the country. Like this, the ruling Kings made a response to natural disasters through various methods, but they failed to aggressively consider the method of giving relief grain aiming to directly relieve people’s damage in case of natural disasters. There was no case where relief grain was ever distributed to poor people, especially in the reign of King Heungdeok; instead, ritualistic measures were frequently taken.
Such an aspect of the response to natural disasters had a certain influence on the political, social changes as well during this period. Unlike the previous case, the locals’ complaints caused by the State’s lukewarm response to natural disasters worked on the Kimheonchang’s Rebellion, in which even the local influence engaged aggressively, as a background. Also, the influence of natural disasters occurrence and the response to it strikingly appeared socially.
Bandits occurred again during the reign of King Heondoek and Heungdeok after the reign of King Wonseong, and such aspects show the relevancy to both famine occurrence and the incomplete national response to it.
Bandit occurrence and their rampancy in local society, together with Kimheonchang’s Rebellion, in which even the local influence aggressively took part, played a key role in causing an intense struggle for the succession to the throne over the throne after King Heungdeok’s death. In this regard, it’s no exaggeration to say that the natural disasters during the reign of King Heondeok and Heungdeok had not a few influences on political, social changes during the same period, especially on trends of local society.
