일회용품 사용규제에 관한 온라인 뉴스 및 뉴스 댓글 분석 (Analysis of Online News and News Comments on the Regulation of Disposable Product Use)

초록

일회용품은 소비생활의 편의를 높이기 위해 일상적으로 사용되고 있으나 과도한 일회용품 사용으로 인한 쓰레기처리비용의 증가와 환경보호의 필요성에 대한 문제의식이 높아짐에 따라 일회용품의 사용규제를 위한 정책적 접근이 강화되고 있다. 본 연구에서는 소비자의 일상적 편의와 지속가능한 사회를 위한 친환경적 노력의 요구가 충돌하는 이슈 중 하나로서 정부의 일회용품 사용규제에 대한 사회적 논의를 살펴보기 위해 텍스트마이닝 분석방법을 활용하여 온라인 뉴스와 소비자 발신데이터인 뉴스 댓글 데이터를 분석하였다. 본 연구의 주요 결과는 다음과 같다.
첫째, 온라인 뉴스와 뉴스 댓글의 키워드 분석을 실시한 결과, 공통적으로 ‘플라스틱’을 주로 논의하고 있음을 확인하였다. 둘째, 온라인 뉴스 토픽모델링 분석결과, 일회용품 사용규제(4개 토픽), 정부정책(3개 토픽), 코로나19(1개토픽)를 포함한 8개 토픽이 도출되었다. 소비자 인식을 살펴보기 위한 뉴스 댓글 토픽모델링 분석결과, 일회용품사용의 심각성(1개 토픽), 정책과 관련된 내용(2개 토픽), 규제에 대한 소비자 입장(2개 토픽), 규제 이후 대처방안(2개 토픽), 코로나 상황 속 규제(1개 토픽)가 도출되었다. 셋째, 뉴스 댓글의 네트워크 분석결과, 소비자는 일회용품 사용규제에대해 논란이 되어온 문제에서 새로운 영역으로 확장하고 있음을 확인하였다. 이를 통해 사회적으로 정부가 마련하는 정책과 이에 영향을 받는 기업의 서비스, 이를 수용하는 소비자들의 참여와 협조의 중요성이 논의되고 있음을 확인할 수있다. 그러나, 소비자는 해당 정책의 운영방식과 규제로 인한 파급효과인 현실적인 문제와 환경보호의 필요성에 대한 이상적인 목표 사이에서 혼란을 느끼는 것과 동시에 정책의 실효성에 관한 논의가 있음을 확인할 수 있다. 또한, 정책적 규제가 적용되지 않은 산업 및 영역에서 참여주체의 역할과 책임이 더욱 중요해지고 있다는 것으로 해석할 수 있다. 즉, 일회용품 사용규제에 직접적인 영향을 받는 주체들이 규제의 목적에 부응하는 현실적인 대응을 할 수 있도록 정책의실효성과 구체성을 높이는 전략이 필요할 것이다. 본 연구에서는 ‘정부-기업-소비자’의 다차원 협력과 친환경 정책을연계 및 강화하여 국내 정책 환경에 맞춰 적절한 법안을 도입의 필요성을 시사한다.

영어초록

Disposable products are commonly used in daily life to enhance convenience. However, with increasing awareness of the rising costs of waste management and the necessity of environmental protection due to excessive usage of disposable products, there has been a growing emphasis on policy interventions to regulate their use. In this study, we utilized text mining analysis methods to examine the social discourse on government regulations regarding disposable products, which represents an issue where the demands for consumers' daily convenience and sustainable society collide. We analyzed online news articles and consumer-generated data, specifically news comment data, to explore this social discussion. The key findings of this research are as follows: Firstly, through keyword analysis of online news articles and news comments, we confirmed that ‘plastic’ was the primary topic of discussion in both sources. Secondly, the analysis of online news articles using topic modeling yielded eight topics, including disposable product regulations (four topics), government policies (three topics), and COVID-19 (one topic). To examine consumer perceptions, the news comment topic modeling analysis resulted in five topics: the seriousness of disposable product usage (one topic), content related to policies (two topics), consumer perspectives on regulations (two topics), coping strategies after regulations (two topics), and regulations amidst the COVID-19 situation (one topic). Thirdly, the network analysis of news comments revealed that consumers are expanding the discussion from the previously contentious issue of disposable product regulation into new areas. This highlights the importance of social participation and cooperation among government policy, impacted business services, and receptive consumers. However, it is evident that consumers experience confusion between the operational methods of such policies, the practical issues resulting from regulations, and the ideal goal of environmental protection. Furthermore, the roles and responsibilities of participating stakeholders in industries and areas not directly affected by regulatory policies have become increasingly significant. In other words, strategies that enhance the effectiveness and specificity of policies are necessary to enable stakeholders directly impacted by disposable product regulations to respond effectively to the goals of such regulations. This study suggests the need for multidimensional collaboration among government, businesses, and consumers, along with the integration and reinforcement of eco-friendly policies, to introduce appropriate legislation that aligns with the domestic policy environment.
