초록

제국과 제국주의를 옹호하는 러트왁의 분석에 따르면, 아우구스투스부터 네로 치세까지(31 B.C.~ A.D. 68) 로마 제국의 전략은 제국 전역에전략적으로 위치한 기동 타격부대들을 이용하는 한편, 제국 변경 지역의안전을 유지하는 피호국들에 의존하는 것이었다. 로마 제국은 상대적으로 적은 군대로 제국의 안전을 유지할 수 있었다. 로마 제국은 속주들에대한 직접 통치와 피호국들에 대한 간접 통치를 결합하는 전략을 구사했다. 아우구스투스 치세 단지 25개 군단(바루스의 재난 이후는 25개 군단) 과 군단을 보조한 보조군이 히스파니아에서 시리아와 이집트까지 펼쳐진광대한 제국의 평화를 확보했다. 로마 황제들은 제국 변경의 피호국들을동맹으로 관리함으로써 외적의 침입으로부터 변경의 안전을 효과적으로확보했으며, 중대한 위협에 대처할 수 있는 예비 병력을 가지고 있었다.
로마 제국을 침입하는 외적은 우선 피호국의 영토에 침입했으며, 공격받은 피호국은 가능하면 자신의 군대로 적을 물리쳤고, 그것이 불가능할경우 로마 군대의 도움을 받았다. 피호국들은 로마 제국의 동맹으로서기병대, 경무장 보병, 궁수와 궁기병 등을 제공해 보조군을 이루었다. 로마 제국은 피호국 통치자들을 통제하고 부단히 관리했다. 충성스런 피호국 통치자들은 보상으로 보통 로마 시민권을 받았고, 일부는 기사신분을받았다. 피호 부족들에게 보조금을 지급하는 것도 프린키파투스 이전부터 계속 사용된 정책이었다. 로마 제국 군대는 군단과 보조군의 역할이균형을 이룬 다목적 야전군이었지만 고도 밀집전투에서 강점을 지녔다.
병력 집중과 전투의 밀집도가 높아짐에 따라 로마 군대의 전술적 우월이두드러졌다. 제국 군대는 도시와 같은 고정된 자산을 가진 적에 대해 싸우기 적합하도록 훈련되었고, 자산과 힘의 원천이 집중되지 않은 적에대한 전투에서는 능력을 발휘하기 어려웠다. 러트왁이 보기에 로마 제국이 게르만족이나 파르티아, 아라비아와 북아프리카의 유목민족들을 정복하지 않은 것은 합리적 판단에 근거한 것이었다.

According to Luttwak, the grand strategy of the Roman Empire from Augustus to Nero(31 B.C.~ A.D. 68) was to rely on the client states that maintained the security of the Imperial frontiers, while using mobile strike forces strategically located throughout the empire. The Romans were able to keep the safety of the empire with a relatively small army. During this period, the Roman Empire employed a strategy of combining the direct rule over the provinces with the indirect rule over the client states. During the reign of Augustus, only 25 legio (25 after the disaster of Barus) and auxilia that assisted the legio secured the peace of the vast empire stretching from Hispania to Syria and Egypt. The Roman emperors effectively secured the security of the frontiers from outside invasions by managing the client states as allies, and had reserve forces to cope with grave threats. Foreign invaders first invaded the territory of the client states, and the attacked client states defeated the enemy with their own army if possible, and if it was impossible, they were assisted by the Roman army. As allies the client states provided cavalry, light infantry, archers and mounted archers to form auxilia. The Roman Empire controlled and administered the rulers of the client states(tribes) continuously. Loyal rulers of client states usually received Roman citizenship as compensation, with some rulers receiving equestrian order. Granting subsidy to the client tribes has been a constant policy from the time before principate. The Imperial Army was a multi-purpose field forces with a balanced role of legiones and auxilia, but it had an advantage in high-density combat.
As the concentration of troops and the density of combat increased, tactical superiority of the Imperial army stood out. The Imperial troops were trained to be fit to fight against the enemy with fixed assets such as city, and it was difficult to exercise their ability in battle against the enemy whose assets and sources of power were not concentrated. In Luttwak's view, it was based on reasonable judgment that the Roman Empire did not conquer the Germanic tribes, Parthia, and nomadic peoples of Arabia and North Africa.
