초록

1950년대는 문화를 매개로 지배체제의 안정적 재생산을 도모하기 위한 각종 문화정책이 구사된다. 문화정책의 기조는 문화 통제와 육성의 모순성을 지녔는데, 그것이 1955년을 기점으로 적극적ㆍ공세적인 방향으로 전환되는 특징을 보여준다. 그것은 문화행정기구의 체계적 정비, 문화관련 각종 제도적 장치의 입안을 통해서 가능했다. 문화정책의 양면성은 검열의 기조와 방향 그리고 작동양상을 규정한다. 그 핵심은 반공주의검열 및 반일주의검열을 핵심으로 한 사상검열의 강화이다. 아울러 전후재건사업의 추진에 필요한 기풍조성의 차원에서 대두된 국민도의의 확립과 상응한 풍속검열도 한층 강화된다. 영화검열은 정부조직법의 개정에 따라 문교부가 영화 사무를 관장하게 되는 것과 동시에 본격화된다. 영화는 기획단계, 제작단계, 허가단계, 상영단계 모두에 검열의 직간접적인 규정을 받는데, 특히 허가단계의 검열은 ‘영화법’이 존재하지 않는 관계로 각종 시행령이 남발되면서 문교부의 직권문제를 중심으로 한 검열자와 피검열자 간의 갈등이 고조될 수밖에 없었다. 『피아골』 상영중지사건을 통해서 문교부의 영화검열이 사상검열에 있어서는 실질적 주도권을 행사하지 못했다는 것을 확인할 수 있다. 아울러 영화검열의 작동과정에서 검열을 둘러싼 국가권력과 영화주체, 영화주체 간의 갈등이 중층으로 야기되면서 영화검열 장이 탄력적으로 조정되어 가는 계기가 마련된다. 요컨대 전후 영화검열은 외국영화수입 제한과 국산영화 진흥의 교차 속에서 당대 영화예술의 역사적 존재방식을 거시적으로 규정한 핵심적인 제도적 장치였다.

영어초록

In the 1950s, various kinds of Culture Policies were used for planning the stabilization of control system by the media of culture. The basis of Culture Policies has many contradictories within the Control of Culture and Rearing of Culture, this shows the character that it was diverted into an active and positive way in 1955 as a cardinal point. It has been possible throughout various kinds of institutional drafting that were related to culture as well as structured readjustment of Culture Administrative Organization. The ambilaterality of Culture policies prescribes the basis, the direction and the functioning of censorship. The crux of the matter was to strengthen the ideology censorship as the core of anticommunism censorship and antiJapannism censorship. In addition, the customs censorship corresponded to the establishment of people's morality on the rise. The spirits development had circumstances that were needed to promote the postwar rebuilding work which was to provide further strengthening as well. According to Amendment of the National Government Organization Act, the film censorship had become legitimate at the moment that the education ministries managed film affairs. When movies were produced, the planning step, the production step, the approval step, and the screening step were regulated directly and indirectly. Particularly, the conflict between corrector and receiver who were concerning the matter of the official authority of the education ministries as various enforcement ordinances were taken effect excessively couldn't help becoming serious because there wasn't the film law on the censorship of the production step. Throughout the screening suspension of “PIAGOL”, it had been verified that the Film censorship of the education ministries didn't exercise its own hegemony directly in substance on the ideology censorship. In addition, this paved the way for the film censorship to have organized flexibility, thus causing the conflict dually between the state power and the film subject on censorship as well as the process of the film censorship. In brief, the film censorship after the war was the core institutional provision which regulated the historic existence way of an art film of the time comprehensively when the foreign film import restriction and home production film promotion were mingled.
