초록

이 논문은 1960, 70년대에 중등학교제도 개혁에 관한 기민당의 교육정책을 연구하였다. 1960년대 그 정당의 교육정책에서 나타난 개혁지향적인 변화와 그것에 상반되는 1970년대 보수적인 경향으로의 전환을 살펴보고, 그러한 과정을 전체적인 맥락에서 분석해보고자 하였다. 그것을 통하여 보수적 지형에 속한 정당의 교육정책의 특징과 개혁에 대한 한계점을 밝혀볼 수 있다.
1960년대 사회·경제·문화적 변동들은 독일연방공화국의 교육 분야에서 전례 없는 커다란 변화를 야기하였다. 현대화와 민주화와 연관된 교육체제의 개혁은 광범위하게 논의되었다. 하지만 기민당 교육정책은 본질적으로 보수적이고 변화를 꺼렸던 것으로 알려져 있다. 특히 김나지움을 중심으로 하는 전통적인 학교시스템과 오랜 종교적인 영향력의 유지를 옹호하고 있었다. 그러나 교육개혁은 그 정당이 새로운 정책을 만들도록 유도했다. 기민당의 교육정책에서 종교적인 성격이 사라지고, 개혁지향적인 정치가들과 젊은 당원들은 새로운 변화에 보다 능동적이고 유연한 태도를 취하였다. 이 시기에 기민당은 점진적인 개혁을 선호하고, 다른 정당과의 경쟁과 공동작업을 통하여 교육개혁의 발전에 기여하였다. 그렇게 국민학교 개혁과 종합학교 도입에 대한 논의가 이루어질 수 있었다.
개혁적인 흐름은 1970년대 초까지 지속되었다. 그렇지만 1960년대 말부터 당의 교육프로그램 내용의 재정립을 둘러싸고 개혁과 보수적 흐름의 주도권 다툼이 나타났다. 그리고 교육개혁의 급격한 확대를 요구하던 사민당과의 대립으로 기민당 내 여론은 보수파에게 유리하게 전개되어져 갔다. 더불어 경기의 하강은 당의 교육정책이 급격히 보수적 흐름으로 기울어지게 했다. 1970년대 중반 당 내부에서 개혁파들과 그들의 정책은 더 이상 지지받을 수 없었다. 검토 중이던 개혁적 정책들은 폐기되고, 더 이상 논의될 수 없게 되었다. 그렇게 기민당 교육정책은 ‘새로운’ 보수적인 방향으로 전환되었다.

This article researches the policy of CDU on the reform of the secondary education system (Sekundarschulwesen) in the 1960s and 1970s. In particular, this paper investigates the reformist-oriented educational policy of the party in the 1960s and the transition of that to the conservative tendency in the 1970s. Analyzing the process, we can identity the characteristics of educational policy of the conservative party and limitation on the reform.
The 1960s saw the economical, social and cultural changes, which caused unprecedented shifts in the education landscape of the BRD. The reform of the education system in relation with modernization and democratization have been extensively discussed. The education policy of the CDU was essentially conservative and reluctant to change. Therefore, the party appeared to maintain a traditional education system focusing on Gymnasium and religious influence on the education. However, the education reform brought the new policy on education system. The religious character of the Party's policy on education has disappeared, and reform-oriented politicians and young party members have shown a more active and flexible stance. The Christian Democrats favored gradual reforms, and contributed to the development of the education Reform through cooperation and competition with the other parties. The reform of the Volksschule and the Discussion of the Gesamtschule were possible.
The reformative tendency continued until the early 1970s. From the late 1960s, the reformists and the conservatives in the party began to argue about the reorganization of the education program. However, confronting with the SPD, which demanded a drastic education reforms, led to public opinion in favor of the conservatives. In addition, the economic recession caused the party's education policy to become conservative. In the mid-1970s, the reformists and their policy could not be supported any more. Therefore, the education policy of the CDU moved in a 'new' conservative direction.
