제주칠머리당영등굿의 현황과 과제:변주와 확장의 문제를 중심으로 (Current Status and Challenges of Chilmeoridang Yeongdeunggut: Focusing on the Problems of Variations and Expansion)

초록

제주칠머리당영등굿은 국가 중요무형문화재 제71호 지정(1980년)에 이어 유네스코 인류무형문화유산으로 등재(2009년) 되었다. 도내 신앙공동체들의 영등신앙과 영등굿을 명실공히 대표하는 유산으로서 제주칠머리당영등굿의 대･내외적 위상은 실로 크다.
하지만 제주칠머리당영등굿의 무형문화유산적 가치를 정합하게 논의하기 위해서는 다음 두 가지 사실이 새롭이 환기되어야 한다. 제주칠머리당영등굿은 어디까지나 “건입동 칠머리당”에서 벌이는 “당굿(마을제)”이라는 점, 당굿의 현재 연행상은 본디형이 아니며 자연적･인위적으로 신앙적･의례적 변화가 수반되어 온 결과라는 점이다. 관련하여 첫 부문에서는 제주칠머리당영등굿의 본질과 변주 과정을 골자로 그 전모와 변별적인 가치를 자세하게 짚었다.
더불어 무형문화유산으로서 제주칠머리당영등굿의 미래는 의례 자체의 전승･보존만이 아니라, 제주도 “영등신앙공동체”를 확장･결속시키고 이들이 문화 창조의 주체로 거듭날 때 보장받을 수 있는 것임을 살폈다. 이를 위해서는 2012년부터 최근까지 벌였던 “영등퍼레이드”, “영등할망 ᄇᆞ름질 걷기” 의 성과와 과제를 제대로 파악하여, 신앙공동체의 결속과 확장을 지속적으로 꾀하려는 노력, 즉 제주칠머리당 영등굿을 포함한 도 전역의 영등굿, 영등신앙공동체를 연계하는 축제콘텐츠의 재개와 활성화가 요구된다.
제주칠머리당영등굿의 “진정한 보존과 전승”은 문화재법이나 관련 제도에 얽매여서는 이루어질 수 없다. 이는 “종목”이나 “정통(正統)”의 논란을 벗어나야만 가능한 일이다. 신앙공동체의 자생적 기반은 지원하되, 그들의 결속과 확장을 견인할 수 있는 변주의 기반은 달리 마련해 가야 한다. 제주칠머리당영등굿과 제주칠머리당영등굿보존회는 그 구심체로서 충분한 역할을 도맡아야 할 것이다. 불가피한 시류의 변화에 대응할 수 있는 방안은 “영등신앙공동체”의 주체적･자발적인 참여와 결속 뿐이다. 문화․무형유형으로서의 칠머리당영등굿의 가치를 제대로 이해하려는 노력이 절실한 지금이다.
다만 제주도 칠머리당영등굿에 <영감놀이>가 덧붙어 벌어지는 사정은 별도의 학술적･정책적 고민과 논의가 필요해 보인다. 이는 문화재 지정 이전에 발생한 인위적인 변화이며, 문화재 정책이란 제도권 안에서도 모순된 문제점을 안고 있기 때문이다.

영어초록

Following the designation of National Important Intangible Cultural Property No. 71 (1980), Jeju Chilmeoridang Yeongdeunggut was registered as a UNESCO Intangible Cultural Heritage of Humanity (2009). In name and reality, the ritual has established itself as a heritage representing the spirituality faith and spirituality of the faith communities in the province. Accordingly, it can be said that the internal and external status of Jeju Chilmeori Dangyeongdeunggut is indeed great.
However, in order to discuss the intangible cultural heritage value of Jeju Chilmeori Dangyeongdeunggut, the following facts must be reminded anew. The essence of Jeju Chilmeoridang Yeongdeunggut is that it is a Danggut(village ritual) held at Geonip-dong Chilmeoridang. In addition, the current performance of Jeju Chilmeori Dangyeongdeunggut is not the prototype of Danggut, and it is the result of religious and ritual changes naturally and artificially depending on the times. Only by pointing out these facts can the intangible cultural properties and values inherent in Jeju Island Chilmeori Dangyeongdeunggut be properly explained.
In name and reality, the ritual has established itself as a heritage representing the spirituality faith and spirituality of the faith communities in the province. Considering the influence and status of Jeju Chilmeori Dangyeongdeunggut, its value and future are to unite Jeju Island's Yeongdeung faith community by expanding beyond the single-track framework of the ritual itself and upgrading the faith community to the subject of cultural creation. The key at this point is the activation of festival contents linking the overall Yeongdeunggut and Yeongdeung faith in Jeju Island, including Jeju Chilmeoridang Yeongdeunggut. Accordingly, it is necessary to make efforts to continuously unite and expand the faith community by properly grasping the achievements and tasks of "Yeongdeung Parade" and "Yeongdeung Halmang Wind Road Walking" that have been going on since 2012.
The "true preservation and transmission" surrounding Jeju Chilmeori Dangyeongdeunggut can be achieved when it deviates from the traditional or orthodox controversy bound by the intangible heritage system. The self-sustaining foundation of the faith community should be supported, but the foundation for variations that can drive their solidarity and expansion should be prepared differently. The Jeju Chilmeori Dangyeongdeunggut and the Jeju Chilmeori Dangyeongdeunggut Preservation Society should play a sufficient role as the centripetal body. The only future value of Yeongdeunggut and Yeongdeung faith in response to inevitable changes in the current is the subjective and voluntary participation and solidarity of the "Yeongdeung faith community." However, the situation in which <Younggamnori> is added to the Chilmeori Dangyeongdeunggut in Jeju Island requires separate academic and policy considerations and discussions. This is because it is an artificial change that occurred before the designation of cultural properties, and cultural property policies have contradictory problems within the institutional sphere.
