‘사회대중당 형사사건기록’을 통해 본 사회대중당 사건의 경과와 귀결 (The Progress and Consequences of the Social Mass Party Case as seen through the “Criminal Case Record of the Social Mass Party”)

초록

이 글에서는 사회대중당 연구의 심화와 논의의 확장을 위해 새로운 자료를 활용하였다. ‘사회대중당 형사사건기록’은 1961년 5·16군사쿠데타 직후의 ‘사회대중당 사건’에 관한 자료이다. 이 자료는 서울 용산경찰서의 사건송치서와 첨부문건을 포함한 신문기록, 혁명검찰부의 심문기록, 혁명재판소의 공판기록 등으로 구성된다. 사회대중당 사건의 전모를 상세히 보여주는 기록이라 할 수 있다. 사회대중당을 비롯한 혁신정당 연구에 유용하고 그동안 알려지지 않은 정보를 얻을 수 있는 중요한 자료이다. 본 논문은 이 자료들을 활용하여 사회대중당 사건의 경과와 귀결을 파악하고자 했다.
1961년 5월 16일 쿠데타로 집권한 군사정권은 반공을 내세우며 혁신정당을 집중적으로 탄압했다. 사회대중당 간부들은 5월 18일부터 체포되어 경찰의 신문을 받았다. 사회대중당은 혁신정당으로서 민주사회주의를 이념으로 명시하였는데 이는 직접적인 문제가 되지 않았다. 사회대중당이 용공혐의를 받은 것은 영세중립통일론을 포함한 통일문제에서 비롯되었고 남북교류·남북협상으로 대표되는 북한과의 관계 설정이 직접적인 문제였다.
사회대중당 사건의 피의자들은 중형을 선고받아 오랜 기간 옥고를 치렀다. 석방 이후에도 군사정권이 이어지면서 재기할 기회를 얻지 못했다. 이들은 사후 재심을 통해 무죄 판결을 받았지만 이 사실은 전혀 주목받지 못했다. 제2공화국에서 부상했던 혁신정당들은 군사정권으로 인해 순식간에 자취를 감췄고 잊혀져갔다. 혁신정치가 다시 일어서기에는 오랜 시간이 필요했다.

영어초록

In this article, new data were presented for further research and expansion of discussion of the Social Mass Party. The “Criminal Case Record of the Social Mass Party” is data on the “Social Mass Party Case” immediately after the May 16 military coup in 1961. This data consists of an attachment document including the case sent by the Yongsan Police Station and the interrogation records of the Revolutionary Prosecutors’ Office, and the trial records of the Revolutionary Court. It can be said to be a detailed record of the entire Social Mass Party case. It is currently held in the National Archives of Korea as an important data that is useful for researching reformist parties including the Social Mass Party and can obtain information that has not been known so far. In this paper, this data was used to grasp the progress and consequences of the Social Mass Party case.
The military regime, which came to power in a coup on May 16, 1961, intensively suppressed the reformist party by advocating anti-communism. The Social Mass Party executives were arrested from May 18 and interrogated by the police, and the contents of the interrogation were contained in the “Criminal Case Record of the Social Mass Party”. The Social Mass Party specified democratic socialism as its ideology, but it was not a direct problem for the Social Mass Party to advocate reformist and to advocate democratic socialism. The accusation of military service originated from unification issues including the theory of permanently neutral unification, and the establishment of relations with North Korea, represented by North-South exchanges and North-South negotiations, was a direct problem.
The suspects in the Social Mass Party case were sentenced to heavy punishment and imprisoned for a long time. They did not even have a chance to make a comeback as the military regime continued. They were found not guilty through a retrial, but this fact was not known at all. The reformist parties that emerged in the Second Republic quickly disappeared due to the military regime and were forgotten in history.
