온라인 여론조사의 참여자는 누구인가? : 그루닉의 상황이론을 중심으로 (Who is the participants in online poll? : based on the Grunig's situational theory)

초록

본 연구는 특정 이슈에 대한 모집단의 의견과 이메일을 이용한 온라인 여론조사의자발적인 참여자 의견이 어떻게 다른지, 또한 이 자발적인 참여자는 어떤 사람들인지분석하는 데 목적을 두었다. 이를 위해 ‘공무원 시험의 군대가산점 유지’와 ‘인터넷 상의 개인정보 유출 제재’ 이슈에 대한 지필설문과 온라인 설문을 비교한 결과, 온라인설문의 결과가 모집단의 의견을 상당히 왜곡할 수 있음을 보여주었다.
즉, ‘공무원 시험의 군대가산점 유지’ 이슈는 지필설문보다 온라인 설문에서 반대의견이 높았으며, 이러한 왜곡은 성별에 따라 더 심했다. 흥미로운 것은 성별에 따라이슈에 대한 의견이 극명히 엇갈릴 경우,온라인 설문에서 다수의 의견이 더욱 강화되는 형태로 나타난다는 것이다. ‘인터넷 상의 개인정보 유출 제재’ 이슈 역시 지필설문에서보다 온라인 설문에서 다수의 의견이더욱 강하게 나타나 소수의 의견이 더욱 더소수의 의견으로 과장되었다.
또한 온라인 설문의 미응답자와 응답자는 상황이론의 독립변인인 문제인식, 제약인식, 관여도에 일부 차이를 보였다. 이슈에 대해 낮은 수준의 제약인식을 가지고 있는 사람들이 온라인 여론조사 참여라는 적극적인 행동을 보일 가능성이 높은 것이다.
또 문제인식이 높고 제약인식이 낮으며 관여도가 높을수록 지필설문에서의 극단성이높은 것으로 나타났다.

영어초록

The purpose of this study is to reveal differences between opinion of whole population which is represented by the sample and voluntary participants' opinion on the online survey through email about the particular same issue. Researchers also wanted to investigate who will be the voluntary participants on online poll. For this purpose, we made the questionnaires such as 'The benefit about civil service examination for discharged soldiers has to be maintained' and 'Outflow of personal information on internet has to be restrained'. We surveyed the pros and cons for these questionnaires and compared the results between pencil and paper survey and the online survey. Results showed that online survey's answers can be shown the probabilities for distorted opinion from the opinion of population.
In details, pros for the issue ‘The benefit about civil service examination for discharged soldiers has to be maintained’ in online survey were higher than the answer for the pencil and paper survey. It also showed excessive skews as for the gender (male/female).
Especially, if the opinion showed the stark contrast according to the gender on some issues, the majority of participants' opinion was strengthened in online survey. Pros for the issue 'Outflow of personal information on internet has to be restrained' were also shown the similar patterns in results.
And some differences showed between respondents and non-respondents of online survey in the independent variables of Grunig's situational theory (problem recognition,constraint recognition, and level of involvement). It means that the public who has low level of constraint recognition for some issue has higher probability to participate in the online poll. It also showed that the public has more problem recognition and level of involvement but less constraint recognition, the polarity of pencil and paper survey would be shown the higher score. Limitations and suggestions for future study were discussed thereafter.
