2002년 전후 중국 동북공정의 추진과정과 추진 주체 (China's Northeast Project Before and After 2002)

초록

동북공정은 2002년 2월 말 베이징에서 “동북변강 역사와 현상 계열 연구 공정” 제1차 전문가위원회가 개최되면서 정식으로 시작되었다. 1976년 9월 마오쩌둥의 죽음과 문화대혁명의 종결, 중국의 개혁 개방과 1992년 한중 수교를 거치면서 전통적인 북중관계도 변화하였다. 이러한상황 속에서 중국의 연구자들은 과거에 금기시되었던 중국 동북(만주) 지역의 역사를 연구하기시작하였고, 한중 수교 이후 양국 사이의 교류가 확대되면서 상이한 역사인식의 충돌이 일어나게되었다.
이 시기 북한을 비롯한 한반도 정세에 대한 현실적인 우려를 하게 된 중국 당국은 중국변강사지연구중심의 3차례의 보고서를 기초로 2000년 중국공산당 중앙의 결정에 따라 중국변강사지연구중심이 중심이 되어 동북지방의 공산당 전선부와 동북 3성 성정부, 사회과학원, 각급 연구기관들과 협력하여 공정을 준비하였고, 2001년 10월 동북공정이 승인되었다.
동북공정은 중국사회과학원 중국변강사지연구중심의 주임이었던 마다정(馬大正)과 리셩(厲 聲) 등이 주도하였다. 중국사회과학원 산하의 변강사지연구중심은 동북공정의 과제 선정과 관리, 청대 당안 자료 정리, 해외 연구 번역과 데이터 베이스 구축, 학술회의 개최와 연구 성과 출판등을 전반적으로 관리하였다.
2019년 1월 중국사회과학원은 고고연구소, 고대사연구소, 근대사연구소, 세계역사연구소, 역사이론연구소, 중국변강연구소 등 역사 관련 6개 연구소를 아우르는 중국역사연구원을 출범시켰다. 중국은 중국의 국가적 위상이 상승하면서 국가적 차원에서 거시적인 역사 이론을 제시하려는것으로 보인다.
동북공정으로 증폭된 중국 중심의 역사인식은 최근 중국의 부상과 일대일로에 따른 국제질서의 변화와 함께 과거 중국과 이웃국가의 관계를 유교를 중심으로 한 조공책봉체계나 한자문화권등으로 이해하려는 움직임을 보이고 있다.

The Northeast Project was officially launched in Beijing at the end of February 2002, when the first expert committee for the “Northeast Boundary River History and Phenomenon Research Process”. The traditional North Korea-China relations also changed as it underwent Mao Zedong's death in 1976, the end of the Cultural Revolution, China's reform and opening up, and diplomatic ties formation between Korea and China in 1992. In this situation, Chinese researchers began to study the history of the northeast region (Manchuria) of China, which was a taboo in the past, and as exchanges between the two countries expanded after diplomatic ties between Korea and China, a conflict of historical perceptions occurred.
The Chinese authority became concerned about the situation on the Korean Peninsula including North Korea during this period. Based on three reports from the Research Center for Chinese Borderland History and Geography ("the Center") and according to the decision of the Central Committee of the Communist Party of China, it prepared the project led by the Center and in cooperation with the Publicity Department of the Communist Party, the three northeastern provincial governments, the Academy of Social Sciences, and research institutes at various levels in 2000, and approved the Northeast Project in October 2001.
The Northeast Project was led by MADAZHENG and LISHENG, who were heads of the Center of the Chinese Academy of Social Sciences. The Center overall managed the selection and management of Northeast Project tasks, organizing data in Qing-period archives, translating overseas studies and establishing a database, holding academic conferences and publishing research results.
In January 2019, CASS launched the Chinese Institute of History, which encompasses six research institutes related to history, including the Archaeological Institute, Ancient History Institute, Modern History Institute, World History Institute, Historical Theory Institute, and China Borderland Institute. It is believed that China is trying to present a macroscopic historical theory at the national level as China's national status rises.
The China-centered historical awareness amplified by the Northeast Project is moving towards understanding the past relationships between China and neighboring countries as a Confucianismcentered tribute offering and investiture system or Chinese characters cultural bloc amid the recent rise of China and the change in international order following the “One Belt and One Road, Belt and Road Initiative“.
