초록

본고는 일제강점기 초기 제국 일본이 식민지 조선인들의 교육을 통제하기 위한 목적으로 정리한 자료인 조선총독부 발행 『교과용도서일람』(1915년)을 활용하여 교과서 검열의 양상을 살펴보고자 하였다. 일제강점기 조선총독부에 의한 출판물 검열이 체계화된 것은 일반적으로 1926년 4월 경무국 아래 도서과가 설치된 이후부터이다. 도서과의 설치 이후 체계화된 출판 검열 문건들이 생산되었기 때문인데, 이 자료들은 대부분 1920년대 후반 이후에 집중되어있어서 일제강점기 초기의 출판 검열의 양상을 살펴볼 충분한 자료가 부족한 상황이다. 1910년대 검열에 의한 행정 처분 기록이 일부 남아있는 것은 『조선총독부관보』가 유일한데, 여기에는 출판법에 의해 발매 금지 및 차압을 받은 도서의 목록들이 공시되었다. 그러나 이 같은 공시가 매번 관보에 수록된 것이 아니라는 점에서 누락된 출판물들의 구체적인 실체를 확인하기 어려웠다. 이 같은 상황에서 1915년에 조선총독부에서 간행된 『교과용도서일람』의 존재가 확인되었고, 여기에는 “검정무효 및 검정불허가 교과용 도서”, “불인가 교과용 도서”, “발매반포 금지 도서” 등의 항목에 상당수의 도서들이 수록되었음을 알 수 있었다. 특히 “발매반포 금지 도서”는 총독부의 교과서 검정 과정에서 완전히 배제되어 특별 관리된 것으로 보이며, 여기에는 지금까지 『조선총독부관보』 등에도 고시되지 않아서 탄압의 실체를 확인할 수 없었던 1910년대를 전후로 발행된 다수의 단행본들이 수록되어있음을 확인할 수 있었다. 본고는 이 자료를 중심으로 일제강점기 초기 교과서 검열을 바탕으로 출판 검열의 새로운 양상을 고찰하고자 하였다.

영어초록

The article aimed to examine the aspect of censorship of textbooks by using Curriculum Books List published by the Japanese Government General of Korea, which was organized by the Japanese Empire in the early Japanese colonial era for the purpose of controlling the education of colonial Koreans. The censorship of publications by the Japanese Government General of Korea during the Japanese colonial era was generally systematized since the establishment of Book Department under the Police Bureau in April 1926. This is because the systematic publishing censorship documents have been produced since the establishment of the Book Department. Most of these materials had been made since the late 1920s, so there is not enough data to examine the aspects of early censorship during the Japanese Colonial Era. The only remaining administrative disposition records by the censorship in 1910s was the Official Gazette of Japanese Government General of Korea, which listed the books prohibited and seized by the Publication Act. However, it was difficult to confirm the specific reality of the omitted publications in that such public announcements were not included in the official gazette every time. In this situation, the existence of the Curriculum Books List published by the Japanese Government General of Korea in 1915 was confirmed, and it was found that many books were included in items such as "Curriculum Books of which Authorization is invalid and disapproved", "Unauthorized Curriculum Books", "Books of which sale and distribution is prohibited". In particular, the "Books of which sale and distribution is prohibited" seemed to have been completely excluded from the Textbook Authorization process of the Governor General and had been managed by special management. It has been confirmed that there were many books fell under the purview of this category among the books published around the 1910s, even though the substance of oppression could not be confirmed so far because their lists were not even notified in the Official Gazette of Japanese Government General of Korea. Based on this data, this article tried to examine the new aspect of publication censorship based on the censorship of early textbooks censorship of Japanese Colonial Era.
