초록

1970년 11월 13일, 전태일의 분신은 운동사에서 한 획을 그은 사건이었다. 전태일 분신사건은 사회적으로 노동문제에 무관심했던 당시의 시대상황 속에서 노동자들의 생존권를 비롯한 민중의 제반 권리를 사회 전면에 부각시켰으며, 1970년대 사회운동의 성격을 변화시키는데 중요한 역할을 하였다.
전태일은 근로기준법을 알게 되면서 사상적으로 커다란 변화를 겪게 되는데, 노동자도 기계취급만 받는 존재가 아니라 인간으로서 누려야 할 권리가 있다는 것을 자각하게 되었다. 그런데 그의 투쟁방식은 진정주의와 이상주의를 벗어나지 못하였다. 그러나 그의 사상은 인간으로서 기계취급을 받는 모든 노동자들을 향한 사랑으로 발전·승화되었다. 1970년 10월에 이르러 진정을 통해 권리를 획득하고자 했던 방식에서 적극적 투쟁방식으로 전환하였다. 투쟁의 대상도 업주만이 아니라 노동당국에도 돌리기 시작하였다. 필사적인 투쟁주의가 이때부터 발화하게 되고, 결국에는 11월 13일 참담한 노동현실에 저항하기 위해 극단적인 형태인 분신을 선택하였다.
한국노총은 분신사건의 책임으로부터 자유로울 수 없었다. 성명서를 발표하여 기업체의 비인도적인 노동관리를 규탄하였지만 적극적으로 투쟁을 전개하지는 않았다. 한편, 한국노총은 청계피복노조 결성에 첫 물꼬를 트는 역할을 하였다. 한국노총이 파견한 간부를 통해서 삼동회원들은 전태일의 뜻을 잇기 위해서는 노동조합이 필요하다는 것을 인지하게 되었던 것이다.
전태일 분신 이후 결성된 청계피복노조는 1970년대 몇 안되는 민주노조의 하나로서 여러 가지 특징을 지닌다. 노조결성 초기의 투쟁에서 대중성이 담보되지 않은 선도적인 투쟁에 머무르는 한계를 보였으며, 한국노총에서 파견한 인물을 지부장으로 영입함으로써 한국노총 파견 인물과 집행부 사이의 갈등을 초래하였다. 1975년 11월부터 1976년 3월까지의 투쟁은 집행부가 배제된 상태로 전개된 것이었는데, 여기에는 집행부와 중견 조합원 사이의 갈등이 존재하였다. 청계피복노조는 도시산업선교회나 가톨릭노동청년회의 영향을 받지 않았으며, 학생운동 출신 활동가들과 연계되어 있었다는 점에서 여타 민주노조와 대비되는 특징을 갖고 있었다. 또한 1970년대 후반기부터 타 사업장의 투쟁을 지원하거나 격려하는 연대활동에 적극적이었다.
전태일 분신사건은 1970년대 학생운동사의 하나의 분수령이 되었다. 분신 사건 후 학생운동세력은 근로조건개선운동을 전개하였으며, 역사변혁의 주체로서 노동자와 민중을 확인하기 시작하였다. 학생운동은 1971년 후반기에 노동운동과의 연대를 중요시하는 방향으로 나아갔다. 이는 1971년 9월의 전국학생연맹의 주장이나 선언문에 등장하는 민족·민주·민중이념을 통해서 확인할 수 있다. 이러한 민족·민주·민중이념은 1974년 민청학련에 의해 삼민이념으로 자리잡게 된다. 민청학련 사건 이후 학생운동 출신자들은 노동운동에 참여하기 위해 현장에 들어가 노동자들의 고통에 동참하거나 야학활동을 하면서 노동문제에 접근하기도 하였다. 1970년대 후반에 들어서면서부터 학생운동은 민주노조들의 근로조건 개선 및 생존권 투쟁에 직접 간접으로 연대하여 투쟁하였다.

영어초록

The self-burning of Chun Tae-il on 13th of November in 1970 was the monumental event in the social movement history of South Korea. His self-burning brought out the people’s rights including the workers’ right to live in sharp relief in the front of the society which was indifferent to the labor problems. It played an important role to change the character of social movement in the 1970s.
Chun Tae-il went through a lot of changes in his thought since he came to know the Labor Standards Law; He was conscious of the worker’s right to be treated as a human being, not a machine. His struggle way didn’t get out of idealism and petition at that times. However, he developed and sublimated his thought into the love toward all the workers who had been treated like machinery, they were human beings though. His struggle way was turned into more positive method from the way to get the rights through petitioning by October, 1970. He began to fight against not only employers but also labor authorities. His desperate struggle kindled up at that point. He finally chose the self-burning, the extreme way of struggle to resist horrible working conditions on 13, November.
Federation of Korean Trade Unions(FKTU) couldn’t be free from the responsibility of Chun’s self-burning. Although FKTU censure companies’ on their antihuman labor management by issuing a statement, it didn’t develop positive struggle. Meanwhile, FKTU played a catalytic role to organize Chung-ghye textile worker’s union. The member’s of Samdonghoe came to realize that a trade union was necessary to succeed Chun Tae-il's spirit through union officials who despatched from FKTU.
Chung-ghye textile worker’s union which was organized after Chun Tae-il’s self burning had diverse features as one of very few democratic trade unions in the 1970s. It showed its limit to be in leading struggle without popularity in the early times of union organization. There was also conflict between a person who was sent FKTU and the executive branch because the person whom FKTU dispatched was scouted as the branch manager. Some struggles which were developed to the exclusion of the executive branch from November of 1975 up to March of 1976. There was conflict between the executive branch and junior members of the union.
Chung-ghye textile worker’s union had more contrasting features than other democratic trade union viewed from the fact that it was not influenced by Urban Industrial Mission or JOC, but involved to some activists came from student movement. Also Chung-ghye textile worker’s union was so positive to support and encourage other working place’s struggle from the late 1970s.
The self-burning of Chun Tae-il made a watershed of student movement history in 1970s. The student movement activists developed the movement for improving working conditions. They began to be sure the workers and people as the main group to be able to change the history. The student movement took their course toward laying weight on the solidarity with workers in the later 1971. Activists from the student movement after the incident of the National League of Democratic Youth and Students joined the hardship of workers to participate in the labor movement in the working field. Some of them approached labor problem with working at the night classes. The student movement activists organized the struggles with making direct or indirect solidarity with democratic trade union's fight to improve working condition and win the right to live.
