초록

1920년대 한국 청년들은 이른바 ‘문화통치’에 의해 주어진 제한된 정치 공간을 이용하여 활발한 민족운동을 전개하였으며, 점차 민족운동의 주요 구성원으로 성장하였다. 일제는 이러한 한국 청년들의 활동을 억제하고 이들을 식민통치체제로 편입시키기 위해 ‘관제청년단’을 조직하기 시작하였다. 관제청년단은 기존에 일제가 만든 관제 청년단체와 달리 농업교육이란 명목으로 한국 청년들의 일상생활 전반을 통제하려는 정책이었다.
충북 지역에서 ‘관제청년단’이 최초로 조직된 것은 1929년이었다. 이후 金玉鉉 군수를 비롯한 식민정책자들에 의해 관제청년단이 만들어졌고, 농촌진흥운동의 실시와 함께 비약적으로 확산되었다. 식민정책자들은 관제청년단의 역할을 식민권력이 요구하는 방향으로 유도하기 위해 ‘청년단 연합대회’를 통해 계통적인 명령체계로 변모시켰다. 그리고 대회의 각종 의식을 통해 한국 청년들에게 황국신민화 사상을 주입하였으며, ‘실행사항’을 통해 식민농정정책을 대리하도록 하였다.
충북 지역은 관제청년단이 전국에서도 가장 활발히 조직된 지역이었다. 그 이유는 산지가 많아 농업생산량이 적었으며, 1930년대 각종 자연 재해로 지역민의 경제력이 악화되었으며, 상대적으로 사회주의 세력의 조직적인 대응이 이뤄지지 못했기 때문이었다. 이와 같이 충북 지역의 경제적·정치적으로 열악했던 상황으로 관제청년단 가입으로 주어지는 약간의 경제적 ‘혜택’을 얻기 위해 이 단체에 가입하는 청년들이 생겨났다. 충청북도는 연합대회와 각종 간담회를 통해 식민권력의 요구를 반영하여 사전해 결정해 놓은 이른바 ‘실행 사항’을 추진하도록 강요하였다.
때문에 관제청년단의 단원들은 개인의 가정 경제를 회복하기 위해 노력했지만, 식민권력의 지속적인 간섭으로 결국에는 식민농정정책을 대리하는 방향으로 나아갈 수밖에 없었다. 일제는 이러한 규제를 통하여 황국신민화사상 주입을 위한 정신개조활동, 농촌진흥운동을 위한 농촌개량활동, 식민행정의 인력을 보조하는 각종 활동에 한국 청년들을 동원하여 식민통치체제를 강화하여 나갔다.

영어초록

In 1920s Korean young men actively developed the campaign for liberation of the oppressed people utilizing limited space for political activities which were allowed by what is called the rule of culture, and they gradually grew as the leading members of the campaign. Japanese imperialism began to organize a young men’s association in order to suppress their activities and include them in the system of Japanese colonial rule. The establishment of the Young Men’s Association which was different from the established young men’s body made by the government in its nature was a Japanese policy to control Korean young men’s whole daily life under the name of agricultural training.
The Young Men’s Association made by the government in North Chungcheong Province which differed from the established body organized by the Korean young men in its nature was formed in 1929 for the first time.
Since then, colonial policy makers including the county governor, Kim,Ok-hyeon formed the government-made young men’s body. Its organization rapidly spread together with the spread of the campaign for agrarian improvement. In order to induce the Young Men’s Association to act on the directions of colonial power, the colonial policy makers made a systematic ordering system at its combined convention. And then policy makers 1930년대 충북 지역 官制靑年團 연구 161inculcated the Korean young men with the idea to japanize Koreans through the various ceremonies of the convention and made them carry out the agricultural administration policy instead of the colonial government through “practice details”.
The Government-made Young Men’s Association in North Chungcheong Province was the most active organization in the country because of the following reason ; As there were many hills and mountains in the Province,its agricultural output was little. And the economic situation of the local residents grew worse because of various kinds of natural disasters in 1930s,and relatively socialist forces couldn’t cope with the situation systematically.
Because of such a poor economic and political condition in the Province,Korean young men began to participate in the Association to get a little economic benefit at the time of their participation.
The local government of North Chungcheong Province reflected the demand of the colonial power through the combined conventions and all kinds of meetings and forced the young men to proceed with what is called practice details which were decided beforehand. Therefore the members of the association tried to recover their household economy, however, in the end they could not but take the course of carrying out the agricultural administration policy instead of the colonial government. With such regulations Japanese imperialism tried to reinforce its system of colonial rule by mobilizing the Korean young men for brainwashing to inculcate Korean young men with the idea to japanize Koreans, activities to improve the rural villages as a part of the campaign for agrarian improvement, and various kinds of activities which needed support staffs for colonial administration.
