초록

충남 서천 지역은 충남의 서남단에 위치하고 있으며 넓은 평야가 발달하였다. 이에 일찍부터 동양척식주식회사를 비롯한 일본 농장의 농업 침탈이 이루어졌다. 이들은 1920년 이전부터 서천수리조합 설립을 계획하고 추진하였다. 서천 지역 농민들은 일본인 지주 중심의 수리조합 설립에 대해 수원이 풍부하기 때문에 수리조합이 불필요하며, 불법적이고 강압적인 동의 요구가 있었고, 높은 조합비를 이유로 반대하였다. 高光圭, 羅錫周, 趙南天 등을 대표위원으로 하여 수리조합 관계 지역의 2천여 명이 연명한 탄원서를 제출하였다. 반대 주도층은 일본인 중심의 수리조합 정책으로 인해 피해를 보게 되었던 수리조합 지역의 자작농이었다. 여기에 동양척식주식회사와 일본인 농장의 소작인들이 가세하였다. 반대운동으로 수리조합 공사가 1년여 지난 후에 시작되기는 하였지만 수리조합 설립을 막지는 못하였다. 농민들은 수리조합 설립 반대운동을 추진하면서 자신들을 대변할 단체의 필요성을 절감하였고, 이는 조선소작인상조회 서천지회 결성으로 이어졌다.
조선소작인상조회 서천지회는 1923년 11월 초 지주의 횡포와 소작인 상호간의 상조상계를 목적으로 창립되었다. 서천 지역 6개 면에 지부가 조직되었는데, 서면을 제외하고 모두 동부지역이었다. 이 지역에 지부들이 설치될 수 있었던 것은 근대교육과 3․1독립만세운동으로 민족의식이 높았으며 일제의 경제적 침탈로 인해 농민들이 고통을 받고 있었기 때문이었다.
조선소작인상조회는 조직 초기에 친일적인 성격을 지니고 있었다. 그러나 지방의 지회들은 청년운동가, 사회주의운동가들의 영향을 받으면서 농민들을 위한 단체로서 변화해나갔다. 조선소작인상조회 서천지회도 조선노농총동맹 참석과 조직의 혁신 등을 도모하면서 지역의 농민운동을 이끌어나갔다.

영어초록

The Seocheon Chungnam region is located in the southwestern part of Chungnam with the development of the wide plain. Accordingly, the Japanese farm including Oriental Development Company carried out the disseizin of the agricultural industry earlier on. They planned and promoted the establishment of the Seocheon Irrigation Association before 1920. The farmers in the Seocheon region objected to the establishment of the irrigation association led by the Japaneses landlords since the irrigation association was unnecessary due to the abundant water source and there was the illegal and compulsory request for agreement with the high union dues. The 2,000 or more persons in the regions related to the irrigation association including Representative Members Go, Gwang Gyu, Na, Seok Ju, and Jo, Nam Cheon jointly signed and submitted a petition. The people leading objection were the independent farmers damaged from the Japanese-oriented irrigation policy in the irrigation association region. Oriental Development Company and the tenant farmers of Japanese farms joined in on the situation. Due to the objection movement, the construction works on the irrigation association were started after one year or so, but the establishment of the irrigation association was not blocked. While farmers promoted the movement of objecting to the establishment of the irrigation association, they deeply realized the necessity for the association represent them resulting in organizing the Seocheon Branch of the Joseon Tenant Farmer Mutual Aid Society.
The Seocheon Branch of the Joseon Tenant Farmer Mutual Aid Society was founded due to the tyranny of landlords and for the purpose of the mutual aid and set-off between tenant farmers. Branches were organized in the 6 myeons of the Seocheon region. All of them were in the east region excluding the Seo-myeon. The reasons why the branches were installed in the region were the high sense of national consciousness aroused from the modern education and the March 1 Independence Movement and from the farmer’s pain caused by the economic disseizin of Japanese Imperialism.
The Joseon Tenant Farmer Mutual Aid Society had the pro-Japanese characteristics in the early stage of the organization. However, the provincial branches were affected by youth activists and socialist activists so that they were changed to the association for farmers. The Seocheon Branch of the Joseon Tenant Farmer Mutual Aid Society also led the regional farmer movement with the participation by the Joseon General Confederation of Laborers and Farmers and with the pursuit for organizational innovation.
