초록

1960년대 선진적인 농민의 농업경영은 서울대 독농가회의 독농가 실태 보고서, 새농민운동 수상자 사례, 농어민 소득증대특별사업 성공사례, 각 신문에서 소개한 농민의 농업 성공 사례 등에 잘 나타나있다. 이들 사례집에 나타난 농민들은 경종농업에 종사하면서도 상업적 경영을 통해 시장에 접근하고 수익을 증대하였다. 이들은 가족의 노동력, 새로운 농업기술의 습득, 새로운 농자재의 사용 등을 통해 농산물을 생산하여 시장에 판매하였다. 본 논문에서는 이들은 모범농민으로 정의하였다.
모범농민이 등장하자 정부, 농업관련기관, 농촌운동가들은 이들을 이용하여 농촌개발을 시도하는 방안을 모색하였다. 농업관련기관의 담당자들은 마을 내에 존재하는 모범농민을 교육하여 지도자로 양성하고, 이들을 통해 마을 개발과 농민의 소득을 증대하는 방안에 대체적으로 동의하였다. 이런 상황에서 농림부는 모범농민의 농업경영과 마을 개발의 사례를 기반으로 농민의 교육과정을 구성하고, 1972년부터 독농가연수반과 새마을지도자반 교육을 실시하였다.
새마을교육은 1972년 전반기 독농가연수반, 1972년 후반기 새마을지도자연수반으로 나누어서 살펴볼 수 있다. 독농가연수반 교육은 농림부가 주관하였으며, 교육의 내용은 영농교육을 중심으로 하면서도 새마을사업과 농협운동을 균형있게 배분하였다. 1972년 후반기 새마을지도자반 교육은 주관부서가 농림부에서 청와대ㆍ내무부로 이관되었으며, 교육의 내용도 새마을가꾸기 사업에 중점을 두었다는 점에서 이전의 독농가연수반 교육과 차이점이 있었다.

영어초록

Farm management of advanced farmers in 1960s is well demonstrated in reports of Elite Farmer Association at Seoul National University, cases in prize winners of New Farmer Movement, successful cases of a special project to increase the income of farmers and fishermen and of farmers introduced by different newspapers. While the farmers in these casebooks were engaged in farming which was done by plowing the soil and sowing seeds, they approached markets and increased their income through commercial management as well. They produced agricultural products through workforce of family members, acquisition of new agricultural technology, use of new agricultural materials and sold them on markets. This thesis defines these farmers as exemplary farmers.
As exemplary farmers emerged, the government, agriculture-related organizations and activists in farming villages attempted to search measures to develop farming villages by utilizing those farmers. Personnel in agriculture-related organizations fostered exemplary farmers in their district as leaders through training and they agreed with measures for village development and increase in farmers’ income in principle through these farmers. In this circumstance, Ministry of Agriculture and Forestry organized curriculum for farmers based on cases in farm management of exemplary farmers and village development and implemented elite farmer training class and Saemaeul leader class from 1972.
Saemaeul education can be divided into elite farmer training class in the first half of 1972 and Saemaeul leader training class in the second half of the same year. Education for elite farmer training class was supervised by Ministry of Agriculture and Forestry and its contents were mainly about farm management while Saemaeul project and National Agricultural Cooperative Federation movement were distributed in balance as well. The lead agency of education for Saemaeul leader class in the second half of 1972 was transferred to Cheongwadae and Ministry of Home Affairs from Ministry of Agriculture and Forestry and its contents also changed to putting emphasis on Saemaeul cultivation project which had a difference from the previous ones in the elite farmer training class.
