초록

코로나는 우리 사회에 엄청난 변화를 가져왔다. 코로나 시대가 도래했고, 이에 따른 변화 중 하나로 코로나 관련 연구가 넘쳐나고 있다. 그러나 코로나 시대의 장애인 관련 연구는 일반 학계도 활발하지 못하고, 기독교 학계는 더욱 심각하다. 본연구는 코로나 시대의 장애인에 있어서 한국교회의 상황 특히 그 문제점을 분석하고 대안을 제시하는 것을 목적으로 삼는다. 기독교 장애인은 시민인 동시에 교인 이다. 따라서 정부를 포함한 사회의 인식과 행동을 살펴보고, 교회의 독특한 역할을 제안하고자 한다.
장애인은 일상생활에서도 비장애인에 비해 더욱 취약하고 불리하고 소외되지 만, 위기가 발생하면 문제점들이 한층 더 심각하게 나타난다. 단적으로 말해, 장애 인은 사회적 문제에 있어서 원칙상 우선순위를 부여받아야 하지만, 실제로는 후순 위로 밀리는 것이 현실이다. 코로나 시대의 장애인은 감염부터 회복에 이르기까지 전면적으로 위약하고 불리하고 소외되었다고 할 수 있다. 장애인의 위기는 크게 가중성, 비가시성, 우선성의 문제라고 요약할 수 있다.
이에 따라 본 논문은 장애인 신학에서 여섯 가지 영역을 강조했다. 즉 가중성, 비가시성, 우선성을 다루는 기본 신학인 재난의 신학, 소외의 신학, 약자의 신학 이외에 전인적 신학, 돌봄의 신학 및 자기주도성의 신학이다. 또한 본 논문은 장애인 사역도 여섯 가지 영역을 제시했다. 즉 장애인 알기 혹은 재인식하기, 장애인 상황 파악하기, 장애인 사역 정보 공유하기, 장애인 사역 협력하기, 장애인 돌보기, 장애인 세우기이다. 이 사역들은 세 가지로 간추릴 수 있다. 첫째와 둘째는 장애인 알기, 셋째에서 다섯째까지는 장애인 돌보기, 그리고 여섯째는 장애인 세우기라고 할 수있다. 한국교회는 한편으로는 사회적 접근에서 배우고, 사회와 협력할 필요가 있다. 다른 한편으로는 교회 및 기독교 장애인 선교기관의 현황, 자원, 신학적 성향, 사역 방안 등을 점검하여, 신학과 사역의 발전을 도모해야 할 것이다.

영어초록

COVID-19 brought about a dramatic transformation in human society. With the outbreak of the pandemic, scholars have carried out extensive research into every aspect of human life in relation to COVID-19. Interestingly, however, there are few, if any, investigations regarding the disabled among academics, both in secular and Christian studies. In this context, this article aims to analyze the problems of the disabled in Korean society, particularly in the Korean Church, in the Corona and post-Corona era, and to offer an alternative to solve them. In effect, Christian people with a disability are citizens and at the same time church members. Therefore, this paper firstly reviews how the society, including the government, understand the disabled and cope with their problems and then suggests how the church can help the disabled overcome the crisis.
The disabled are in general more vulnerable, disadvantaged and isolated than the abled at ordinary times, and become even more so when a new crisis begins to unfold.
In short, the disabled are supposed to be prioritized in problem-solving in the crisis, and yet in effect they are pushed to the back burner. Admittedly, in the Corona and post-Corona era, they are again vulnerable, disadvantaged and isolated through the whole process from infection to recovery. Their agonizing situation can be summarized as follows: aggravation, invisibility and the principle of preference.
This paper stresses six different types of the theology of disability: first, three basic theologies, which are the theology of disaster, the theology of isolation, and the theology of the disadvantaged, dealing with aggravation, invisibility and the principle of preference, respectively; and three others, which are wholistic theology covering body, soul and spirit, the theology of care, and the theology of self-direction. In addition, this study emphasizes six different stages of the ministry of disability: learning or recognizing anew the disabled, comprehending the situation of the disabled, sharing the information regarding the ministry of disability, co-working in the ministry of disability, caring the disabled, and equipping the disabled for self-support. These six stages can also be divided into three broad categories: knowing (1 & 2), caring (3, 4 & 5), and equipping the disabled (6). The Korean Church needs to learn from and work with society in resolving the problems of the disabled. The Korean Church must survey the context, resources, theological orientations, and the means of ministry of the church and Christian NGOs working for the disabled, and develop the theology and ministry of disability based on substantial evidence.
