조선초기 對明관계와 공험진 (Relationship with Ming Dynasty in the Early Joseon and Gongheomjin)

초록

朝鮮초기 여진 세력의 귀속 문제를 둘러싸고 조선과 明은 서로 간에 치열한 외교전을 벌여왔다. 명은 몽골 세력의 위협과 遼東을 완전하게 장악하지 못한 상황이었고, 조선 역시 대내외적으로 조선 건국의 정당성을 확보해야 하는 상황에서 양측은 무력적 충돌보다는 외교적인 방법으로 요동의 女眞 세력 귀속 문제를 해결하고자 하였다.
명이 요동에 있던 여진인들을 招諭하여 명에 귀속시키려고 하자, 조선은 李成桂의 세력 기반으로서의 중요성뿐만 아니라 고려 때 尹瓘의 여진 정벌에서 역사적 권원을 찾아 여진인 및 그 거주 지역에 대한 관할을 주장하였다. 그 중 핵심적인 것은 윤관이 설치했다는 公險鎭이었다. 조선은 윤관의 여진 征伐이 豆滿江 以北에 대해 실시된 것이고, 공험진은 두만강 이북에 있다고 인식하고 있었다. 그렇기 때문에 두만강 이북에 있는 공험진 以南부터는 조선의 관할 지역임을 적극적으로 주장하여 명으로부터 11處 지역의 여진 귀속 문제를 승인받았던 것이다.
명은 조선의 주장을 승인하였지만, 여진 추장에 대한 초유를 계속하여 왔다. 특히 會寧의 斡朶里 추장 童猛哥帖木兒의 명 入朝 문제는 조선과 또 다른 외교문제가 되었다. 조선은 다시 공험진 이남에 대한 주장과 더불어 동맹가첩목아가 명이 승인한 11처 지역의 사람이라고 주장하였다. 결국 명은 여진 초무가 조선과 地面, 즉 영토를 다투는 것이 아님을 분명히 하였고, 영락제 역시 조선의 주장이 옳다고 하여 조선의 공험진 인식과 그 관할을 다시한번 인정하였다. 특히 조선은 공험진을 강조하면서 ‘역사적 권원’뿐만 아니라 이것을 인정받아 ‘실효적 지배’가 이루어져 왔음을 주장하였다. 조선의 주장을 인정할 수밖에 없었던 명은 동맹가첩목아가 皇后의 親族이라는 이유를 들며 그의 명 입조를 관철시켰다.
결국 조선은 고려시대 윤관의 여진 정벌과 9城 축조 이래 공험진과 先春嶺은 조선의 영역이라는 인식을 확고히 하고 있었으며, 공험진은 두만강 이북에 있다는 사실을 들어 공험진 이남과 그 지역의 여진인들을 조선이 관할해야 한다고 생각하였다. 명이 두만강 유역의 여진인들을 초유하려 하자 조선이 공험진 이남이 조선의 관할임을 적극적으로 주장하여 명의 승인을 받았다는 것은 공험진의 실제 위치와 관계없이 매우 중요한 부분이다. 당시 조선이 주장한 공험진은 두만강 이북이었으며, 두만강 이북에 위치한 공험진부터 조선의 관할로 인정을 받은 것은 당시 중국을 중심으로 한 동아시아 국제관계사적인 입장에서 보았을 때 국제적 공인을 받은 것이나 같다. 그리고 이것은 이후 세종대 6진 설치와 조선의 여진에 대한 정책에 주요 근거들이 되어 왔다는 점에서 조선이 명에 공험진 이남에 대해 ‘역사적 권원’과 ‘실효적 지배’의 주장을 하며 이것을 공인받은 것에 대한 재평가가 이루어질 필요가 있다.

영어초록

Joseon and Ming had diplomatically confronted with the question of title to Jurchen power in the Early Joseon. Ming was not free from threat of Mongolia power and seemed not to completely control Liaodong(遼東). Joseon also had to justify founding of Joseon internally and externally. Both countries tried to solve the question of title to Jurchen power in a diplomatic way not by armed conflict.
When Ming had tried to get control over Jurchen in Liaodong, inviting and persuading Jurchen people, Joseon insisted control over Jurchen people and their living area because of the importance of the area as a base for power of Yi Seong-gye(李成桂) and historic title based on historical fact of conquer over Jurchen by Yoon Gwan(尹瓘). Among them, the most important one is Gongheomjin(公險鎭) which is known constructed by Yoon Gwan. Joseon recognized that conquer over Jurchen by Yoon Gwan targeted northern area of Tumen river and Gongheomjin was located northern area of Tumen river. So Joseon strongly insisted control over southern part of Gongheomjin and was approved from Ming for question of title to Jurchen about 11 areas(處).
Ming accepted Joseon's argument but continued to invite and persuade Jurchen chiefs. Dongmaenggacheopmokah(童猛哥帖木兒), a chief of Altari(斡朶里) in Hoiryeong(會寧) attended the Royal court of Ming. Especially, this became an another diplomatic issue with Joseon. Joseon repeatedly insisted control over southern area of Gongheomjin and said that Dongmaenggacheopmokah is a person living in 11 areas that Ming approved as Joseon's land. In the end, Ming was sure that Ming's invitation and persuasion for Jurchen was not related to the question of title to Jurchen. Yongle emperor(永樂帝) also accepted Joseon's argument so that he recognized Joseon's recognition about Gongheomjin and the control again. Especially, emphasizing Gongheomjin, Joseon insisted that Gongheomjin had 'Historic Title' so that ‘Effective Control’ had been made. Ming had to accept argument of Joseon and attained attendance of Dongmaenggacheopmokah to the Royal court of Ming, raising the reason that Dongmaenggacheopmokah is a relative of empress.
Joseon had firmly recognized that Gongheomjin and Seonchunryeong(先春嶺) are territory of Joseon after conquer over Jurchen and construction of nine castles by Yoon Gwan in Goryeo. Joseon thought that Joseon should have control the southern areas of Gongheomjin and Jurchen people there. This was because Gongheomjin was located in north of Tumen river. When Ming invited and persuaded Jurchen people around Tumen river, Joseon actively insisted Joseon's control over southern areas of Gongheomjin and got Ming's approval on it. This is very important part regardless of actual location of Gongheomjin. Gongheomjin then which Joseon insisted was located in north of Tumen river and southern areas of Gongheomjin were recognized as Joseon's land. From view of history of international relations in East Asia centered on China of then times, this meant that control over the areas was internationally accepted. This also had been major grounds construction of Six jin in Sejong reign and Joseon's policy for Jurchen. So it is necessary to reassess Joseon's control over the southern areas of Gongheomjin through argument of ‘Historic title’ and ‘Effective ‘Control’.
