지금 학문의 공공성이 문제시되고 있는 가운데 연구자나 전문가는 자신이 전공하는 학문과 지식생산이 시민사회에서 수행하는 역할이나 사명, 그리고 그 방법과 윤리에 대해 진지하게 생각해보아야 한다. 그것은 응용과학과 자연과학 연구자뿐만 아니라 종래 실사회의 문제와 약간이나마 거리를 두어온 인문․사회과학 연구자도 예외가 아니다.
민속학 분야에서는 1970년대 이후 미국에서 공공민속학이 시작되어, 사회실천 속에서 민속학의 응용이 적극적으로 이루어져 왔다. 그 활동의 주안점은 문화의 재현과 응용, 나아가 재맥락화, 그리고 다양한 행위자들의 협력작업이라는 부분에 있다. 공공민속학은, 공공민속학자가 다양한 수법으로 민중 전통이나 그것을 보지하는 사람들, 그리고 그것이 존재하는 곳에 개입, 관여하면서 다종다양한 사람들과 함께 그 문화를 재현하고 응용하는 것이다.
이러한 공공민속학의 특징 중 특히 협력이라는 행위의 존재방식은 학문의 공공성이 문제되는 시대의 기본 이념이 되고 있다. 그런 까닭에 공공민속학에 있어서 공공민속학자는 민속학을 다양한 행위자에게 개방할 뿐만 아니라, 그 다양한 행위자와 전문가의 관계방식조차도 되묻지 않으면 안 된다. 공공민속학에서는 민속학 연구자가 전통의 담당자를 대하는 자세나 방법, 그리고 전통의 담당자가 민속을 둘러싼 실천을 지향하는 자세와 방법이 항상 문제시되고 있다. 또한 그것은, 예전엔 전문적인 민속학 연구자의 관리 하에 있던 민속을 일반 대중이 관리하고, 민주적인 과정으로 민속의 유지나 보호, 개변, 이용에 대중들이 참여하는 것을 목표로 하고 있다. 그러니까 현재의 공공민속학에서는 전문가로서의 민속학 연구자가 비전문적인 사람들을 향해 그 지식을 단지 전달하는 것만이 아니라, 양자가 협력하여 함께 민속학을 수행한다는 것에 역점을 두고 있다.
현재 그 협력작업의 이상적인 원리나 숭고한 이념이 일반화하고 있는데, 실제 현장에서는 그것이 충분히 관철되지 않는 경우가 적지 않다. 아니, 오히려 연구자나 전문가가 협력 작업을 위장하여, 협력하는 사람들을 속이고 이용하는 심각한 사태도 보게끔 되었다. 그런 가운데 공공민속학자는 농밀한 필드워크로 사람들이 바라는 현실을 이해하고 그들의 생각에 공감하며, 그들이 원하는 현실을 협력작업을 통해 창출함으로써 협력작업의 위장에 대항해야만 한다. 바로 거기서 장기간에 걸쳐 펼쳐지는 민속학적 사회실천은 여타 학문에는 부재한 방법적 독자성과 우위성을 보지하고 있다고 생각한다.

영어초록

For the publicness of the academy is in question nowadays, the scholars or the experts should seriously consider the role, mission, method and the ethics of one’s own study and knowledge production in the civil society. It is not only related to the applied science and natural science scholars, but also to the humanities and social sciences scholars, who have kept their distance from the problems of the real society.
In the field of folkloristics, the public folklore has started in America since the 1970s, and has applied the folklore in the social practices. These activities focus on the representation, application, and furthermore the recontextualization of the culture, as well as on the collaboration of the various agents. The public folklore refers to the representation and the application of the culture by the folklorist, along with a variety of people. The public folklorist make intervention and engagement to the folk tradition, the people who preserve it, and the place where it exists.
Among these characteristics of the public folklore, especially the way of existence of the collaboration is becoming the basic ethics of the time when the publicness of the academy is in question. Thus, in the realm of public folklore, the public folklorist should not only make the folkloristics accessible to the various agents, but also question the way of relationship between those agents and the experts. In the field of public folklore, the attitude and method of the public folklorist toward the preservers of the tradition, and those of the preservers of the tradition toward the practices regarding the folklore are always the considerable issues. Also, the aim of public folklore is to put the folklore under the control of the common public - which was formerly under the control of the public folklorist. And encouraging the public to engage in the conservation, amelioration, and the application of the folklore through the democratic process is the aim of the public folklore as well. Hence the current public folklore concentrates on the collaborative folkloristics practices between the folklorists and the non-experts, as well as delivering the knowledge from the experts to the non-experts.
At present, the ideal principles and the sublime idea of the collaborative work is getting generalized. However, they aren’t fully accomplished in the actual field. Moreover, there are even the cases where the scholars or the experts deceive and exploit the people under the pretence of collaboration. In these circumstances, public folklorists must go through the deep fieldwork, understand the reality that people wish, sympathize with them, and realize the reality through the collaboration in order to countervail the deception. From then on, the long-term social practices of the folkloristics would hold the methodological identity and superiority that are absent in other studies.
