초등학교 통학로 공공디자인을 위한 거버넌스에 관한 연구 (A Study on Governance for Public Design of Elementary School Commuting Roads)

초록

(연구배경 및 목적) 공공공간을 개선하는 것은 정부기관 및 행정조직의 일방적 행정사업으로 치부되었으나 2011년 9월 개정된 지방재정법에 따라 주민참여예산제를 적극적으로 도입하여 주민이 사업의 주체가 되어 추진하는 방향으로 변화했다. 주민이 주체가 되어 공공공간을 개선하는 흐름에 따라 초등학교 통학로 공공디자인 개선을 거버넌스로 접근하고자 한다. 공공디자인 거버넌스의 구성과 활용을 통해 이용자 관점에서 아동에게 쾌적하고 안전한 통학로 공공디자인 개선 방향을 제시하고자 한다. (연구방법) 거버넌스에 대한 이론적 고찰 및 개념을 정립하고, 연구자 관점에 따른 거버넌스의 특징을 도출한다. 서울 디자인 거버넌스를 통해 공공디자인 거버넌스 유형과 프로세스를 분석하여 초등학교 통학로의 공공디자인 거버넌스 구성과 활용에 대한 시사점을 도출한다. (결과) 공공디자인 거버넌스는 문제해결의 실행형태에 따라 환경개선형, 행동유도형, 관계개선형, 문화형성형으로 분류된다. 환경개선형 공공디자인 거버넌스는 이용자에게 일반적인 공간 및 환경 분야의 공공디자인 개념으로 실체적 개선에 해당되며 초등학교 통학로는 환경개선형으로 분류된다. 거버넌스 그룹은 민간, 전문가, 기관, 정부의 구성으로 운영되며 공공디자인 단계에서 이해관계자의 특성에 따라 참여가 이루어진다. (결론) 서울시 중구의 3개 초등학교 통학로 개선 사례를 통해 공공디자인 거버넌스에 대한 중요성과 이해관계자를 통한 통학로 공공디자인에 대해 시사점을 도출하였다. 초등학교 통학로 공공디자인 개선에 있어 이해관계자에 따른 통학로의 실질적 문제를 이끌어내고 해결하기 위해서는 민간 그룹의 참여와 협력을 기반으로 해야한다. 민간, 전문가, 기관, 정부로 구성된 각 그룹은 상호 작용하며 통학로의 문제를 해결하기 위해 의존적으로 협업하고 역할과 내용을 확장하여 결과물을 도출해야 한다. 효과적인 사업의 성과를 위해서는 정부 그룹이 사회자 역할로 투명하고 명확한 판단과 결정을 해야한다. 본 연구를 통해 공공디자인 거버넌스는 단일화된 그룹이 아닌 자율성, 상호작용, 의존성, 협력과 조정, 네트워크를 통해 하나의 유기체처럼 구성되고 운영된다는 점을 확인하였다. 통학로는 이용자인 아동에게 일상적인 생활에 영향을 미칠 수 있는 물리적인 환경으로 공공디자인 거버넌스의 구성과 활용을 통한 개선은 이용자의 요구가 반영된다는 점에서 지속적인 연구가 필요하다.

영어초록

(Background and Purpose) Improving public spaces was once regarded as a one-sided administrative project by government agencies and administrative organizations; however, in September 2011, according to the revised Local Finance Act, the resident participatory budgeting system was actively introduced, changing the direction of the project to be carried out by residents. In line with the trend of improving public spaces with residents as the main bodies, we intend to improve the public design of elementary school roads through governance. The composition and utilization of public design governance is intended to suggest a direction for improving public design to ensure a pleasant and safe school route for children from the user's point of view. (Method) Theoretical considerations and concepts for governance were established, and the characteristics of governance according to the researcher's point of view were derived. By analyzing the types and processes of public design governance through Seoul Design Governance, we draw implications for the composition and use of public design governance for elementary school commuter roads. (Results) Public design governance is classified into environment improvement, action-inducing, relationship improvement, and culture formation, according to the implementation type of the problem solving. The environmental improvement type of public design governance is a public design concept in general spaces and environments for users, and it corresponds to substantial improvement. The governance group is operated by the private sector, experts, institutions, and the government, and participation is decided according to the characteristics of stakeholders in the public design stage. (Conclusions) The importance of public design governance and the implications for the public design of school roads through stakeholders were derived through the improvement of the school route at three elementary schools in Jung-gu, Seoul. Deriving and solving the practical problems with the school route according to the stakeholders and improving the public design of the elementary school route should be based on the participation and cooperation of the private group. Each group consisting of the private sector, experts, institutions, and the government must interact and collaborate to solve problems with the commuter path, expand the roles and content, and deliver results. For effective project performance, government groups must make transparent and clear judgments and decisions regarding the role of the moderator. This study confirmed that public design governance is structured and operated as a single organism through autonomy, interaction, dependence, cooperation and coordination, and networks, rather than as a unified group. A commuter road is a physical environment that can affect the daily lives of children, and continuous research is needed so that improvement through the composition and use of public design governance reflects the needs of users.
