유럽 비영리조직 프로젝트 거버넌스 구조에 관한 연구 (A Study on Project Governance Structures in European Nonprofit Organizations)

초록

(연구 배경 및 목적) 도시의 산업화에 따라 현대사회에서 공공 공간의 가치는 물리적인 환경 개선뿐만 아니라 인류 사회의 지속 가능한 성장에 기반한다. 디자인이 일상 문화화된 유럽 국가들의 경우, 국가 행정의 진화와 함께 다자간 협력 체계를 갖춘 디자인 거버넌스도 발전해 왔으며 이러한 양상은 유럽의 European Prize for Urban Public Space(이하 EPUPS) 어워드에서도 살펴볼 수 있는데, 2012년부터 특히 비영리조직에 의한 선진 공공 공간 개선 사례가 증가하고 있다. 해외 학계에서도 비영리 부문의 역할과 영역 확대 가능성에 대한 연구가 지속적으로 진행되고 있으나 국내에서는 비영리조직을 통한 공공 환경 개선이나 공공디자인 관련 선행 연구는 거의 이루어지지 않은 실정이다. 따라서 본 연구의 목적은 EPUPS에서 상을 수여받은 비영리조직 프로젝트의 거버넌스 구조 도식화 및 유형별 특성을 범주화하여 국내 비영리 조직들이 활용할 수 있는 디자인 방법론과 거버넌스에 대한 학술적 자료를 제공함에 있다. (연구 방법) 연구 방법은 첫째, 국내외의 문헌 고찰을 통해 비영리조직의 개념과 명칭, 국내 비영리 현황 및 거버넌스에서 비영리의 필요성을 파악한다. 둘째, EPUPS 공식 홈페이지에 등록된 2012년부터 2022년까지 수상작 총 112개를 전수조사하여 비영리조직을 선별한다. 셋째, 해당 비영리조직들의 프로젝트별 거버넌스 구조를 비교·분석한다. (결과) 비영리조직이 주체가 되어 추진된 11개 프로젝트의 거버넌스 구조를 각각 도식화하고 분석한 결과 프로젝트별 핵심적 특징, 참여 정도에 따른 특징, 프로젝트들의 공통 특징별 분류, 조직 결성 배경에 따른 프로젝트 유형 분류 등 4가지로 정리할 수 있다. 개별 특징을 제외한 공통적인 특징으로는 첫째, 모든 프로젝트가 공공 공간을 다루는 만큼 공공 기관이 필수적으로 개입했으나, 개입 정도에 따른 역할 차이를 보이는 것을 알 수 있었다. 둘째, 모든 프로젝트는 자체 예산 사용, 자금 순환 방안 마련, 이해관계자 간 협력 체계 구축 등 3가지 맥락으로 구성되어 있다. 셋째, 조직 결성 배경에 따른 프로젝트 거버넌스 특징을 분류하면 풀뿌리 활동 기반 조직, 기업 내 별도 프로젝트로 구성된 조직, 지역 전문가 기반으로 형성된 조직으로 나눌 수 있으며 결성 배경에 따라 프로젝트의 주제와 참여 주체의 변화가 있다. (결론) 첫째, 이론 고찰을 통해 국내에는 비영리조직의 총체적인 정보를 한 번에 확인할 수 있는 매체가 없을뿐더러 공공디자인 분야 안에서도 비영리조직을 추출할 수 있는 정보가 미비하다는 것을 파악하였다. 또한 거버넌스 실행 시 비영리 부문의 필요성을 확인하였다. 둘째, EPUPS에서 상을 수여받은 선진 프로젝트의 추진 절차와 개입 주체 간 거버넌스 구조에 대한 정보를 제공함으로써 국내 공공 환경 개선을 위한 비영리조직의 다양한 시도를 유도하고자 하였다. 비영리가 자원성과 공익성에 기초하여 조직화되고 공공디자인이 추구하는 사회적·경제적 공공가치를 기반으로 하는 만큼 국내에서도 비영리조직의 현황 파악과 유형 분류 및 분석, 거버넌스 평가 지표에 대한 심층 연구를 통해 비영리 활성화를 위한 다양한 전략을 모색할 수 있기를 기대한다.

영어초록

(Background and Purpose) In the modern world, the value of public space is based on improving the physical environment and the sustainable growth of human society. In European countries, design governance as a multilateral cooperation system has developed alongside the evolution of national administration. Since 2012, the European Prize for Urban Public Space (EPUPS) has seen an increase in the number of advanced public space improvements, especially by non-profit organizations. While research on the role of the non-profit sector and the possibility of expanding its scope has been continuously conducted in overseas academia, little research has explored public environment improvement or public design through non-profit organizations in Korea. This study provides academic resources that can be utilized by domestic non-profit organizations by diagramming the governance structure and categorizing the characteristics of non-profit projects awarded by the EPUPS. (Method) First, we review the domestic and international literature to understand the concept of non-profits, the current status of non-profit organizations in Korea, and the need for non-profit governance. Second, we selected the winning projects of the EPUPS. Third, by comparing and analyzing the governance structures of each project, we present design methodologies and governance system information that can be used by domestic non-profits. (Results) The governance structure of each of the 11 projects was diagrammed and analyzed in four ways: core features of each project, features according to the degree of involvement, classification by common features of the projects, and classification of project types according to the background of the organizational formation. In addition to individual characteristics, the common features include the following. First, as all projects dealt with public space, public institutions were essentially involved, but their roles varied depending on the degree of involvement. Second, all projects comprised three contexts: using their budgets, establishing a fund circulation system, and establishing a cooperation system among stakeholders. Third, the project governance characteristics of the organizations can be categorized according to their formation background: organizations formed based on grassroots activities, separate project organizations within companies, and local expert-based organizations. Changes exist in the subject matter and participating actors, depending on the formation background. (Conclusions) First, through a theoretical review, the study identified the lack of information media on domestic non-profit organizations. Second, by providing information on the governance structure of advanced projects awarded by EPUPS, it aimed to induce various attempts by domestic non-profit organizations. As non-profits are based on the public value of public design, which is based on voluntarism and public interest, this study explores various strategies to revitalize domestic nonprofits through an in-depth study of the current status and types of non-profit organizations and governance evaluation indicators.
