프랑스 문화분권과 문화거버넌스 사례연구 (Decentralization and Governance of Culture in France)

초록

국내에 잘 알려지지 않았지만, 앙굴렘국제만화축제는 2007년부터 2016년까지 많은 분란을 일으켰고, 최근에 와서야 안정을 찾아가고 있다. 앙굴렘이라는 소규모 도시가 만화도시라는 이미지를 만들어왔던 것은, 문화분권과 문화거버넌스의 결과물이다. 1974년에 만화축제가 열린 것은 우연이었지만, 1982년부터 본격적으로 시작한 지역분권의 역사와 함께 수도권에서 멀리 떨어진 지역에서 만화축제를 시작으로 만화관련 전문기관들이 생겨나기 시작했다. 만화진흥센터(CIBDI), 만화학교(EESI)라는 문화협력 공공법인(EPCC), 이미지 클러스터(Magelis)라는 혼합조합(syndicat mixte)이 대표적이다. 그리고 앙굴렘 코뮌, 그랑앙굴렘 도시권 공동체(EPCI), 샤랑트 중광역도, 누벨ᐨ아키텐느 광역도에 이르기까지의 각급 정부 및 공적 법인들이 공적 자원을 분배하고 지원하면서 문화분권의 토대가 형성되었고, 만화를 둘러싼 거버넌스가 생겨났다. 오랜 기간동안 서서히 만들어졌던 거버넌스는 2007년에 앙굴렘국제만화축제를 설립한 비영리단체가 느비엠아르+(Nevieme Art+)라는 회사에 10년간 예외적으로 위탁운영을 맡기면서 무너지기 시작했고, 10년이 지난 2017년에야 새로운 거버넌스의 토대를 만들었다. 문화분권과 문화거버넌스를 고민하는 우리에게 시사점을 도출하기 위해, 우선 앙굴렘에서 발견할 수 있는다양한 정부, 단체 및 기관의 법적 지위를 정리한다. 이어서 앙굴렘국제만화축제의 거버넌스가 무너지는 과정, 그리고 이를 다시 구축해가는 과정을 살펴본다. 이를 통해 적절한 법과 제도를 만드는 것, 이를 최대한 활용하는 것, 민간의 자치역량을 키우는 것, 공적 권력의 독점을 제어하는 것, 무엇보다 분권과 거버넌스의 관점에서 오랜 시간을 들여 경험을 축적하는 것의 중요성을 제시했다.

영어초록

Though relatively unknown in Korea, the organization of the Angouleme International Comics Festival (Festival International de la Bande Dessinée d’Angoulême) had to experience a period of turbulence from 2007 to 2016 before achieving today’s stability. For a small city like Angouleme to earn its reputation as a city of Comics, active cultural policies and a real desire for cultural decentralization had to precede. Even if the beginning of the festival in 1974 in the city was almost a coincidence, the introduction of regional decentralization policies in 1982 made the idea of organizing a festival in a place remote from the capital attractive, which in turn encouraged the establishment of several institutions specializing in comics in Angouleme. Was thus born a center promoting comics (La Cité internationale de la bande dessinée et de l’image); the European Graduate School for Comics (École européenne supérieure de l’image) became a Public Corporation for Cultural Cooperation (Etablissement public de coopération Culturelle), and a cultural cluster (Magelis) was made a joint association (Syndicat Mixte). Besides, public funds were distributed among different public and political entities in the region (between the Municipality of Angouleme, the Grand Angouleme Agglomeration (La Communauté d’Agglomération du Grand Angoulême), the Department of Charente and the Region of Nouvelle-Aquitaine), fostering the basis for a decentralized, cultural governance. Nevertheless, this gradual effort was halted in 2007 when the organization of the festival, which was until then assumed by a non-profit organization, was devolved for 10 years to a private company (Neuvieme Art+); it was only 10 years later that new foundations for a public governance began to be laid out again. In order to supplement our ongoing reflections on the topic of cultural governance and decentralization, I will first outline the legal status of various political institutions and associations which can be encountered in Angouleme. I will then analyze the process by which the governance of the Angouleme International Comics Festival was destabilized and scrutinize its more recent efforts at reanimation. My aim will be to thereby suggest the necessity of establishing an adequate legal regime combined with an appropriate exploitation of it, a need to limit the monopoly of public prerogatives to nurture the autonomy of private sectors, and most importantly, to underline the decisiveness of accumulating experiences in cultural governance and decentralization.
