공공디자인 가이드라인 분석을 통한 지자체별 농산어촌에 대한 인식 연구 - 16개 광역지자체를 중심으로 - (A Study on Local Governments' Perceptions of Rural Areas through the Analysis of Public Design Guidelines - focusing on 16 metropolitan cities -)

초록

본 연구는 도시 중심의 공공디자인 정책이 농산어촌을 소외시키지 않는 균형 잡힌 정책이 되는 것을목적으로 한다. 연구의 범위는 전국 광역지자체의 공공디자인 가이드라인으로 한정하였으며 연구의방법은 첫째, 이론적 고찰을 통해 공공디자인의 개념과 특징을 파악하고 국내 공공디자인의 시작과 광역지자체별 공공디자인 가이드라인의 수립 배경을 살펴본다. 둘째, 각 광역지자체별 공공디자인 가이드라인의 수립 목적과 핵심 지향점, 유형별 대분류 항목과 세부항목을 조사하고 농산어촌에 대한 내용을 찾아 분석한다. 셋째, 분석한 내용을 통해 광역지자체별 농산어촌에 대한 인식상태와 한계점을 파악하고, 이를 보완할 방안을 제안한다. 그 결과는 다음과 같다. 광역지자체의 공공디자인 가이드라인은 주로 '지역의 정체성', '효과적인 추진과 행정 관리'를 목적으로 수립하며, 수립방향으로는 안전성, 정체성, 지속성, 편의성을 강조하고 있다. 공공디자인 유형별 항목에서는 각 영역별 세부 항목이 도시의 시설물 중심으로 구성되어 있었다. 일부 가이드라인에서 농산어촌을 위한 세부 항목이 있었지만 지역별 편차가 심하고 농산어촌에 대한 인식과 배려가 부족한 것으로 확인되었다. 균형 잡힌 공공디자인정책을 위해 본 연구자는 다음과 같이 제언한다. 첫째, 농산어촌 지역의 특성을 고려한 목표설정과 원칙을 개발에 중점을 두어야 한다. 둘째, 일부 광역지자체의 특화가이드라인을 참고한 별도의 지침이필요하다. 마지막으로 공공디자인이 농수산어촌을 중요한 대상으로 인식되기 위한 교육이 필요하다. 끝으로 도시 중심의 공공디자인의 정책이 균형 잡힌 농산어촌으로 확대될 수 있도록 다양한 후속 연구가 이어지길 기대한다.

영어초록

The purpose of this study is to ensure that the city-centered public design policy becomes a balanced policy that does not alienate rural, mountainous, and fishing villages. The scope of the study was limited to public design guidelines of metropolitan and provincial governments nationwide, and the method of the study was first to understand the concept and characteristics of public design through theoretical consideration, and to examine the start of domestic public design and the background of public design guidelines for each metropolitan and provincial governments. Second, we investigate the purpose of establishing public design guidelines for each metropolitan government, core goals, major categories and detailed items by type, and find and analyze contents about agricultural, mountainous and fishing villages. Third, through the analyzed content, we identify the perception status and limitations of rural, mountainous and fishing villages by metropolitan local governments and propose ways to supplement them. the results are as follow. The public design guidelines of metropolitan local governments are mainly established for the purposes of 'regional identity' and 'effective promotion and administrative management', and the directions for establishment emphasize safety, identity, sustainability, and convenience.
In the items for each type of public design, detailed items for each area were organized around urban facilities. Although there were detailed items for rural, mountainous and fishing villages in some guidelines, it was confirmed that there was significant regional variation and that awareness and consideration for rural, mountainous and fishing villages were lacking. For a balanced public design policy, this researcher suggests the following. First, focus should be placed on developing goals and principles that take into account the characteristics of rural, mountainous and fishing villages. Second, separate guidelines are needed that refer to the specialized guidelines of some metropolitan local governments. Lastly, education is needed to ensure that public design recognizes agriculture, fisheries, and fishing villages as an important target.
