복원과 개발로 만들어지는 부산의 문화지형 - 영도대교와 롯데타운을 중심으로 - (The Cultural Topography of Busan Resulted from Restoration and Development - focused on Yeongdo Bridge and Lotte Town)

초록

본 논문은 현재 부산 원도심에서 진행 중인 영도대교 복원과 롯데타운 조성에 주목하여, 복원과 개발의 배후에 작동하는 이데올로기를 비판적으로 분석하고, 그 이데올로기의 취사선택이 부산의 로컬리티 형성과 어떻게 연관되는지에 대해 논한 것이다.
먼저, 영도대교 및 롯데타운(구 부산시청, 구 부산부청)의 역사적 사실을 검토하고, 이를 바탕으로 과거를 다시 재현하고 복원하고자 하는 '지금/여기'의 움직임에 대해 비판적으로 접근하고자 하였다.
식민지시기에 만들어진 영도대교는 한국전쟁을 경험하면서 그 장소성과 서사가 국가사의 중심에 산입되지만, 시각적 표상에 있어서는 식민지시기의 ‘근대(도개교)’를 끊임없이 재현하고 있었다. 즉, 영도대교는 식민지의 기억을 절취한 채 한국전쟁의 기억을 끊임없이 환기시키며 장소 정체성을 확보하려 하고 있는 것이다. 반면, 롯데타운은 이미지와 스펙터클의 소비 도시, 혹은 장소상실의 대표적인 예로 보이지만, 실상은 식민화된 장소성(부산부청, 부산 미나카이 백화점 등, 식민지 근대가 집합된 장소)을 계승하고 재현하고 있었다. 이처럼 양자에 내재된 일본, 혹은 식민지의 경험은 현재의 기억과 문화지형 변화에 끊임없이 간섭하고, 식민 이후의 부산을 지배하고 있는 것이다.
현재 진행되고 있는 영도대교의 복원과 롯데타운의 개발이 부산의 새로운 문화지형 창조에 얼마나 의미 있게 작용할지 가늠하기란 쉽지 않다. 그러나 타자에 의해 인공적으로 만들어진 ‘부산성’이 지금의 ‘부산성’에 녹아 있듯이, 오늘날에 진행 중인 지형변화 역시 훗날의 ‘부산성’을 만드는데 기여할 가능성이 크다는 것은 이 지역의 역사에서 추찰할 수 있는 부분이기도 하다. ‘부산성’ 구성은 지금의 원도심 복원 과정에서 생긴 균열과 단절을 얼마나 진지하게 고민하느냐에 좌우된다고 해도 과언이 아닐 것이다.

영어초록

In regard to Yeongdo Bridge being restored and Lotte Town being developed at present in the old downtown of Busan, this thesis aims to analyze the ideology working behind the restoration and development in a critical way, further discussing how the way of adopting the ideology is associated the formation of locality of Busan.
To begin with, this study inquired into historical facts about Yeongdo Bridge and Lotte Town(the sites of old Busan City Hall), and based on the findings, this study attempted to make a critical approach to Movement of 'Now and Here', inclined to reproduce and restore things in the past.
Having been built during the Japanese colonial period, Yeongdo Bridge became the center of Korean national history with its placeness and narrative while going through the Korean War, but in the visual representation, it ceaselessly reproduced 'modernity (bascule bridge)' from the colonial period. In other words, the existence of Yeongdo Bridge is to secure its place identity while constantly arousing the memory about the Korean War with the memory of colonization excluded. On the other hand, Lotte Town seems to be one of the typical examples of a consuming city of images and spectacles or placelessness, but it actually reproduces and succeeds to the colonized placeness (a site where building of colonial modernity were concentrated, such as Busan Prefectorial Office and Minakai Department Store). In this way, experiences about Japan or colonization immanent in both the sites have constantly interfered in the change of the present memory and cultural topography, while dominating Busan after colonization.
It is not easy to predict how meaningfully both the in-process restoration of Yeongdo Bridge and development of Lotte Town will work on the creation of a new cultural topography for Busan. However, as the previous 'locality of Busan' is merged into the present 'locality of Busan', the topographical change being made nowadays is more likely to contribute to creating the future 'locality of Busan' as well, which will be another prediction for the history of this area. Consequently, it is within bounds to say that the composition of 'locality of Busan' depends on how seriously we consider historical and cultural cracks and severances caused in the process of restoring the old downtown of Busan.
