초록

Japanese fishermen's advance to Choseon fishery and their fishery activity in modern Japanese period was occurred by tacit approval or laissez faire of Japanese government about Japanese fishermen’s violence and plunder around Chaejudo and matter of Japanese diving bell fishermen conflict. Japan prohibited fishing activity around disputed Chaejudo area on the basis of principle in 1883 fishery agreement with Choseon, which stimulated Japanese who took strong measure such as violence or reward them money for taking the plunder and murder toward Choseon fishermen. The Japanese fishermen who took such a terrible action toward Choseon people were filed at consular but immune as ignorance by the extraterritorial rights. After the event, Japan fishermen took the power and violence as normal behavior to rule Choseon people who against toward fishing activity in Japan sea area and acted as outlaw.
In this aspect, the advancement of Japanese fishermen to Choseon fishery and the fishery activity became the van of Japan imperialism and invaded to Choseon fishery by the background of Japanese power. At the time, Ministry of Agriculture and Commerce Chief of Marine Department Maki Bokusin(牧朴眞) noted the Choseon-Japan Fishery Treatment(朝‧日通漁章程) in 1899 ‘Japanese should consider Choseon Sea as Sea of Japan, and never allow Choseon people though fish in Sea of Japan but not to recognize Sea of Japan as Sea of Japan is the basic concept of fishery agreement’ and emphasized one Choseon Sea and Sea of Japan. When contradiction between Russia and Japan became serious in 1902, Japan planned to construct fishery base at Choseon fishery for fishing activity in Japanese area. This fishery base construction plan was more stipulated by forming the Japanese fishery immigration village and 1908 equivalent legal rights with Choseon people under the ‘fishery code’ and preparation of structural change and modification of marine product distribution system in Choseon on the legal articles to let the Choseon fishery under the Japanese rule.
This kind of colonization of Choseon fishery was more developed by Japanese imperialism to construct Japanese fishery base. Japanese fishery base was constructed around Choseon seashore and island area during Russo-Japan War period, which invoked Japanese sea lion fishermen Nakai Yosaburo(中井養三郞) to annex Dokdo as Japan territory. The recognition of Japan Ministry of Agriculture and Commerce Chief of Marine Department Makibokshin(牧朴眞) who informed Nakai about the terra nullius of Dokdo and the promotion of Choseon fishery policy as ‘Fishery Activity’ became the outline of Dokdo invasion and simple evidence of Japanese aggressive fishery policy.
