초록

본 논문은 1862년 임술민란을 수습하기 위한 구언을 계기로 姜瑋가 지은 「擬三政捄弊策」의 작자의식과 서술적 특징을 고찰하였다. 박학한 전고와 치밀한 논지 전개, 유려한 문체, 제출되지 않은 擬作으로서의 특수성은 조선시대 시무책의 문학사적 고찰을 위한 유의미한 대상이라고 할 수 있다.
강위는 임술년의 구언을 매우 긍정적으로 여겼으며, 「의책」은 자신의 경험과 경세론을 적극적으로 전개한 작품이었다. 「의책」의 저술은 친우 정건조의 강권이라는 외부적 동기뿐만 아니라, 모순된 사회 현실에 대한 ‘發憤’이라는 강한 심정적 동기에 기인한 것이었다.
「의책」은 군정을 중심으로 제도 개혁적 구폐책을 제시하는 실용적인 시무책이라고 할 수 있다. 책문에 종종 보이는 과도한 칭양의 투식어구와 당위론적 서술을 지양하고, 민란의 현장을 상세히 묘사하며, 역설과 전도의 수사법으로 개혁의 당위성을 촉구하는 서술적 특징을 보여준다.
또한 삼정 운영론에 방점을 두도록 유도한 策題의 방향성에 구애받지 않고, 제도 개혁의 논리를 전개하기 위하여 고제의 연혁과 득실, 역대 제도의 변천 과정을 자세히 검토한다.
글의 후반부인 주의와 편종 단락은 전 분량이 군정 개혁과 병권 강화의 당위성을 강조하는 내용으로 채워졌다. 대책의 편종이 군주성학론이나 용인론 등 도학적 경세론에 치우친 서술 경향성을 보이는 것과 달리, 「의책」의 편종은 주의 단락에서 전개된 금포지란의 심화된 논의에 더하여 군주의 병권 강화를 서술한다는 점에서 편종의 정형성을 벗어나고, 글의 전편을 일관된 주제로 전개하는 정합성을 보여준다.

영어초록

This paper explores the narrative characteristics and the writer’s consciousness found in the “Uisamjeonggupyechaek” which Kang Wi composed in Cheoljong’s effort to seek advice from his vassals about how to handle the 1862 Imsul-Year People’s Revolt. This specificity as an taechaek, an answer to King’s question, which was an unsubmitted document, knowledgeable authentic precedent, elaborate logic and elegant writing style makes it appropriate to use to closely investigate the literary history of the Joseon Dynasty’s policies regarding important affairs.
Kang Wi highly regarded Cheoljong’s advice-seeking efforts in the Imsul-Year. He wrote the “Uisamjeonggupyechaeck” as a manuscript devoted to his personal experiences and theory of governance. On the surface, Kang Wi’s motivation for composing this text was due to the strong recommendation of his close ally, Jeong Keon-Jo. However, in reality, it was a strong sentiment that drove Kang Wi, who could not achieve what he had desired in such adverse circumstances, despite his prominent knowledge and great reputation, to express his anger and frustration at the contradictions and irrational political atmosphere of his time.
The “Uisamjeonggupyechaeck”, which contains approximately 30,000 characters, consistently asserts that large-scale reforms needed to be made with a focus on Military Policy, thus upholding the original intentions of the old statutes that served as the root of the Three Policies, which are related to land, military and relief work. In this manuscript, Kang Wi uses the reality he had witnessed as strong points to drive his narrative, describing events exactly as they had unfolded.
It is a formal and practical text that proposes measures to rectify harmful situations supported by administrative knowledge and logic with rhetorical devices to persuade its reader, the king. Even when faithfully answering chaekje, the King’s questions, Kang Wi did not focus on using typical formal language with its excessive praise or justifications that would often be seen in taechaek written as an exam’s model answer. Rather, he showed a narrative style that evokes empathy by describing the circumstances of the people’s revolt in great detail, using rhetorical devices, such as paradoxes and irony, to appeal to his audience.
