초록

본고는 러일전쟁 이후 鴨綠江採木公司의 설립을 둘러싸고 전개되었던 청과 일본 간의 외교 협상의 결과를 몇 가지 쟁점을 통해 분석하였다. 압록강채목공사에 관해서는 초창기 일본 학계를 중심으로 연구가 이루어졌으나, 최근에는 아시아역사자료센터 등에서 사료가 대량으로 공개되고 자료의 접근이 이전보다 용이해진 덕분에 중국 학계를 중심으로 활발하게 연구가 이루어지고 있다. 중국 학계의 선행연구는 일본제국주의에 의한 삼림자원 침탈을 강조하는 기존 관점을 유지하면서도 외교 교섭과 회사 경영, 생산 구조, 시장 형성 등 다양한 방면에서 압록강채목공사를 입체적으로 조명하고 있다.
본고는 압록강채목공사가 설립되는 협상 과정에서 진행되었던 청과 일본의 논쟁을 다음의 두 가지 방면에서 정리하였다. 첫째, 채벌의 범위를 둘러싼 논쟁이다. 둘째, 관리와 징세에 관한 논쟁이다. 이중 채벌 범위에 관한 논쟁은 청과 일본간 협상에서 최대의 현안이었다. 청은 채벌 범위를 압록강 본류로 제한하고 강과 인접한 특정 지역으로 국한시키고자 하였다. 반면 일본은 채벌 범위를 압록강 본류는 물론 渾江 등 지류를 모두 포함시킨 右岸 전체 지역으로 확대하려고 하였다. 협상의 과정에서 청은 압록강채목공사를 안팎으로 관리하고 징세하는 권한을 확보하는 데에 최대한 주력하였다. 이에 대응하여 일본은 최초에 구상하였던 요구를 관철시키지는 못하였지만, 청으로부터 渾江 유역의 채벌 과정에 개입하고 동지역의 목재를 수매하는 이권을 추가로 인정받는 등 渾江 유역과 관련된 利權도 챙기는 성과를 거두었다.
러일전쟁 이래 일본이 軍用木材廠 등의 설치를 통해 압록강 유역 목재의 생산과 유통, 소비를 전면적으로 통제하면서 동지역에서는 목재를 둘러싼 각종 분쟁이 첨예하게 전개되었다. 이에 청조는 국내외로부터 제기된 분쟁을 해결하고 목재 상인과 압록강 변경 주민의 생계유지를 보장하는 차원에서 압록강채목공사 설립의 협상에 적극적으로 나섰다. 청은 압록강채목공사가 압록강 삼림자원을 독점하지 못하게 방어함으로써 이권의 유출을 제한하였으며, 압록강채목공사를 안팎으로 통제함으로써 주권의 침해를 막고자 하였다.

영어초록

This paper analyzed the results of diplomatic negotiations between the Qing and Japan, which were developed over the establishment of the Yalu Timber Company(鴨綠江採木公司) after the Russo-Japanese War, through several issues. In the early days, research was conducted mainly in Japanese academia, but recently, due to the disclosure of large amounts of historical materials and easier access to data at the Asian Historical Data Center, research is actively being conducted in Chinese academia. Prior research in Chinese academia maintains the existing perspective of emphasizing the invasion of forest resources by Japanese imperialism, but sheds light on the Yalu River mining work in various fields such as diplomatic negotiations, company management, production structure, and market formation.
This paper summarizes the debate between Qing and Japan, which took place during the negotiation process of the establishment of the Yalu Timber Company, in the following two aspects. First, it is a debate over the scope of logging. Second, it is a debate about supervision and taxation. Among them, the debate over the scope of logging was the biggest issue in negotiations between Qing and Japan. The Qing government tried to limit the scope of logging to the main stream of the Yalu River and limit it to a specific area adjacent to the river. On the other hand, Japan tried to expand the scope of the collection to the entire area of 右岸, which included all tributaries such as the 渾 River as well as the main stream of the Yalu River. In the course of negotiations, Qing focused on securing the authority to manage and tax the Yalu Timber Company as much as possible. In response, Japan failed to fulfill the initial demands, but it also took care of the 渾 River basin by intervening in the production of logging in the 渾 River basin and receiving additional recognition of the authority to resell wood in the area.
Since the Russo-Japanese War, Japan has completely controlled the production, distribution, and consumption of wood in the Yalu River basin through the installation of military forces, and various disputes over wood have developed sharply in the region. In response, Qing actively negotiated the establishment of the Yalu Timber Company to resolve disputes raised at home and abroad and to ensure the livelihood of timber merchants and residents along the Yalu River. The Qing government limited the outflow of interest by defending the Yalu River Vegetation Corporation from monopolizing the Yalu River forest resources, and tried to prevent the infringement of sovereignty by controlling the Yalu Timber Company inside and outside.
