보호지역지정 타당성 조사 및 관리방안 연구 - 섬진강을 중심으로 - (A Study on the Designation Feasibility and Management Plans for Protected Areas in South Korea - Focusing on Seomjin-river-)

초록

본 연구의 목적은 보호지역의 개념 및 보호지역 지정기준에 대한 문헌 고찰, 자원현황, 경제적 가치, 탐방객 특성 등을 분석하여 보호지역 지정 타당성을 검토한 후 경계(안)과 관리 방안을 제안하는 것이다. 이를 위한 세부 연구내용 및 방법은 다음과 같다.
첫째 국가 통계자료, 지리정보시스템과 공간 분석 등을 통한 대상지인 섬진강 지역 자원현황분석, 둘째 섬진강 탐방객의 이용 특성 분석, 셋째 가상가치평가법을 이용한 섬진강의 경제적 가치 평가, 그리고 섬진강 보호지역 경계(안)을 도출하고 관리방안을 마련하고자 한다.
섬진강을 찾는 탐방객 설문조사는 탐방객의 특성, 이용행태, 만족도에 대한 파악과이를 기반으로 한 관리 방안을 마련하는 것이 목적이다. 섬진강 일원 탐방객들은 주로인근 지역에서 가족 단위 탐방객이 당일 방문하는 빈도가 매우 높게 나타났다. 방문목적은 경관 감상, 친목 도모, 건강증진 등이 주를 이루는 것으로 나타났다. 타 보호지역에 비해 인근 배후지역 탐방객 비율이 높은 것을 제외하면 방문목적, 체류 기간, 주요 활동등이 모두 유사하다. 탐방만족도 부분은 타 보호지역에 비해 상당히 높은 것으로 나타났다. 세부 만족도 평가결과를 고려하여 양질의 정보제공, 현장 서비스 수준 제고, 지역사회와의 적극적인 파트너십 구축, 대국민 설득메시지 개발 등이 필요하다. 섬진강 일원을보호지역으로 신규 지정하는 것에 대해서 응답자의 절대 다수가 찬성하고 있으며, 현재의 이용보다는 미래 세대에게 국가의 소중한 대표 자산을 온전히 물려주기 위해서라고답했다. 보호지역 지정 시 범위는 섬진강 상류, 중류, 하류 지역 등을 광범위하게 지정해야 한다고 다수가 응답하였다.
경제적 가치 평가는 보전정책 추진의 당위성 확보, 국립공원 신규 지정 시 기초 자료제공, 이해관계자 간 갈등 발생 시 설득 메시지로 활용하기 위한 근거자료로서 활용될수 있다. 섬진강 일원의 경제적 가치는 약 3조 3천억 원으로 매우 높게 나타났으며, 이는 미래 세대에게 온전히 물려주어야 할 책임과 의무가 있다는 상징적 의미를 내포하고 있다.
본 연구에서는 경계(안) 도출을 위해서 산림 임상 및 영급, 생태자연도 등급, 기존주요 보호지역 및 문화자원 현황, 고속도로, 섬진강과 보성강 수변구역 등의 공간분석을통해 보호지역 경계(안)을 도출하였다.

영어초록

The purposes of this study are to examine the feasibility to designate a protected area on a river (Seomjin-river) by reviewing existing literature related to the concept of protected areas, the designation criteria for protected areas, analyzing the characteristics and spatial distribution of natural·ecological resources, economic values, and visitors’ behavior. To achieve these goals, this research first implemented statistical and spatial analyses for the characteristics of natural and cultural resources in the Seomjin-river basin.
Second, this study investigated the characteristics of visitors and evaluated the economic value of the Seomjin-river based on the result of visitor surveys. Finally, this research established the boundary of a potential Seomjin-river protected area and suggested management plans.
The visitor survey of the Seomjin-river basin was intended to identify visitors’ characteristics, usage behaviors and satisfaction levels. It also established a management plan based on the output. Visitors to the Seomjin-river basin traveled frequently for one day with family members from neighboring areas. The purpose of the visit, length of stay, and major activities are similar to that of other protected areas. However, the exception is the higher rate of visitors from neighboring areas. The visit satisfaction level was also significantly higher than other protected areas. The vast majority of respondents agreed to designate the Seomjin-river as a protected area. The reason for designating a protected area was that the Seomjin-river should be the national valuable representative assets for future generations. For the boundary of the protected area, many respondents answered that the boundary should be broadly designated of the entire Seomjin-river extensively.
The economic valuation can be used as a foundation for implementing conservation policies, providing basic data to designate a protected area, and providing a persuasive message in case of conflict among stakeholders.
In this research, the economic value of the Seomjin-river basin was approximately 3 trillion won. This implies the symbolic meaning for the responsibility to pass down to future generations.
In this study, the boundary for a protected area was delineated by implementing spatial analyses of forest types and age-class, an ecological zoning map and existing protected areas and cultural resources of the Seomjin and Boseong riverside areas.
