백제 地方都市의 성립과 전개 - 영산강유역을 중심으로 - (Establishment and Development of Provincial Cities of Baekje - Focusing on the Yeongsan River Basin -)

초록

영산강유역 고대사는 마한 소국 단계에 뿌리를 둔 재지사회로부터 백제 국가의 출범에 따른 관계 변화 속에서 논의된다. 백제 국가의 출현은 성립 주체인 왕권 세력이 자리한 한성 수도 건설을 통해 가시화되었다. 더불어 국가 영역에 포함된 지역과의 관계 또한 중앙과 지방이라는 구도적 변화를 통해 통치력 강화와 지배의 효율성을 확고히 다져 나아갔다.
영산강유역에 대한 백제의 영향력 확대와 관련하여 지방사회로 편입된 정황을 지방도시의 성립이라는 키워드를 통해 살펴보았다. 영산강유역이 자리한 전남 서남부지역의 경우는 그간 대세를 이루어왔던 분묘 중심의 자료 분석 연구를 통해 6세기 전후 내지는 전반까지도 지역사회의 정치적 독자성이 유지되었다는 인식이 지배적이었다.
그러나 마한 소국 성립과 더불어 존재했던 중심 읍락 수준의 거점취락 내용과는 확연히 달라진 취락유적의 경관과 구조적 모습 속에서 백제 지방도시의 모습을 확인하였다. 5세기 중엽을 전후해 영산강유역의 지역단위별 거점취락들은 경관이 새롭게 탈바꿈하면서, 내부 구조에서도 많은 변화가 감지되었다. 구성원간의 계층 차이가 발생하면서 우두머리가 출현하고, 1인 중심의 고총고분이 새롭게 축조되었다. 또한 취락을 구성하는 내부 단위 또한 세분되면서 공간 분할이 기획적으로 진행된 도시 모델도 등장하였다.
도시 모델 가운데에는 광주 동림동유적과 같이 새로운 바탕 위에서 건설된 지방도시를 확인할 수 있었으며, 그 주변으로는 지금의 위성도시와 같은 준도시 규모의 거점취락들이 집중되는 현상도 밝혀졌다.
이와 같은 취락유적의 변화는 기존사회의 내부적 동력만으로는 이해하기 어려운 것으로, 백제 중앙정부의 관여를 배경으로 지목하였다. 때문에 고분 자료 분석을 통해 논의되어 왔던 백제 중앙과의 관계변화와 편입 시기에 관한 시각은 재검토가 요구된다. 수평적 혹은 병렬적 관계를 유지하면서 지속되었던 공동체적 지역사회가 위계적 수직 관계로 변모하면서 내부질서가 해체된 이유는 백제의 지방도시의 출현과도 맞물리기 때문이다.

영어초록

The ancient history of the Yeongsan River Basin is discussed on the changes of the relationship according to the foundation of Baekje from the regional society rooted from small country of Mahan. The emergence of Baekje was visualized with its capital establishment in Hanseong, where the people with royal authority were living who led the foundation of the nation. In addition, the relationship with the regions, included in the national territory, strengthened the power of government andefficiencyofrulingthroughthestructuralchangesofcenterandregion.
This study explored the integration of the Yeongsan River Basin to the local societies regarding the expansion of influence of Baekje on the river basin based on the keyword of establishment of provincial cities. There was a dominant perception that political independence of the regional communities was maintained until the early 6thcenturyinthesouthwesternareaofSouthJeollaProvince,wheretheYeongsanRiverBasinwaslocated,basedonthedominantdataanalysisfocusingonthegraveyard.
However, the research identified the images of provincial cities of Baekje based on the landscapes and structures of the settlement historic sites, which were a lot different from that of the base settlements on the level of central village during the establishment of small country of Mahan. There were many changes discovered in the internal structures as the landscapes of the base settlements in the Yeongsan River Basin were transformed by regional unit in the mid-5thcentury.Withdifferencesinclassamongthemembers,aleaderappearedandgreattumulusfocusingononepersonwasnewlyconstructed.Astheinternalunitsofthesettlementsweresegmented,anewcitymodelwasalsocreatedthatplannedspacedivision.
The city model identified the provincial cities constructed upon the new foundations such as Archaeological Site in Dongnim-dong, Gwangju and concentration of base settlements sized quasi city like today’s satellite cities around the provincial cities.
Such changes of settlement sites are hard to understand based only on the internal powers of the existing society. Therefore, the intervention of the central government of Baekje was considered as the background of the changes. In this regard, it is required to reexamine the views on the changes of relationship with the center of Baekje and the integration period, which were discussed based on the data analysis of tumulus. This is because the internal order of the local communities, which was maintained in the horizontal or parallel relationship, was changed to the hierarchical vertical relationship and dismantled as the provincial cities were established in Baekje.
