사비시기 백제의 영산강유역 지배와 南方城 (Baekje’s Dominance of Yeongsan River Basin and Nambangseong in Sabi Period)

초록

백제의 전남지역 지배는 사비 천도 이후인 6세기 중반 方･郡･城 제도로 전국이 일원화되는 과정에서 이루어졌다. 이 과정에서 복암리 집단은 백제와의 대립보다는 교류를 통해 점진적으로 백제에 편입되었다. 복암리 고분 출토 은제관식은 이를 증명한다. 『周書』에 따르면 은제관식은 백제 奈率 이상 관등 소지자만 착용이 가능한 지방관 신분의 상징이다. 그동안 백제 지방관은 중앙에서 파견된 관리로 여겨졌으나, 복암리 출토 은제관식을 통해 재지세력을 백제의 지방관으로 임명하는 백제의 합리적인 방식의 직접지배를 확인할 수 있다. 또한 은제관식의 양식으로 보아 나주지역 지방관은 達率 급의 南方城 方領으로 볼 수 있다.
남방성의 위치 비정에 대해서는 『周書』 및 『翰苑』의 오방성 기록에 의거하여 다양한 견해들이 있었다. 나주지역은 상대적으로 서남쪽에 치우쳐있고 방어성이 발견되지 않아 남방성 비정에서 소외되었다. 그러나 복암리 은제관식을 통해 나주지역 지방관의 지위를 추측할 수 있었다. 최근 발굴된 복암리 목간을 통해 군사적, 행정적 상위기관인 나주의 남방성 가능성을 확인하였다. 특히 방성이나 왕도의 행정구역인 前巷이 새겨진 <목간3>은 남방성 설치 가능성을 보여준다.
백제는 영산강유역 세력이 오랜 기간 독자성을 유지해왔었던 만큼 마한세력 통제를 목적으로 남방성을 설치하였을 것이다. 또한 주변국과의 교류에 유리한 지리적 요인과 풍부한 자원을 통한 전쟁 전진기지로서의 장점은 방성이 방어성으로서의 기능만이 아니었음을 알려준다. 오방성은 사비를 기준으로 설치된 것이 아니고 백제 영역 전체를 기준으로 고르게 분포하였으므로 남방성은 전남지역에서 찾아야 할 것이며 그 중심은 나주지역이었을 것이다.

영어초록

Baekje's dominance in Jeonnam region was accomplished in the unification process of the whole nation under the system of Bang(方), Gun(郡), and Seong(城) in the middle of the 6th century after the transfer of the capital to Sabi. In the process, Bokamli tribe was gradually incorporated into Baekje through exchanges rather than confrontation with Baekje, which is proved by silver cap ornaments excavated from the tombs of Bokamli. According to Zhoushu(周書), the silver cap was a symbol of the status for local officials with the positions over Nasol(奈率) in Baekje. While local officials of Baekje have been thus far considered as officials dispatched from the central government, silver cap ornaments excavated from Bokamli confirm the direct control of Baekje in the reasonable way of appointing the local powers as its local officials for the regions. In addition, the form of the silver cap suggests that the local official in Naju region was Bangryung(方領) of Nambangseong(南方城) in the class of Dalsol(達率).
There have been various speculations about the location of the Nambangsong based on the records of five Bangseong in Zhoushu(周書) and Hanyuan(翰苑). As the Naju region is located relatively in southwest and there has been no defensive castle found there, it has been excluded from the speculation for the location of Nambangseong. However, silver cap from Bokamli made it possible to suppose the status of local officials in Naju. The recently excavated wooden tablets from Bokamli confirmed the possibility that Naju might have been the Nambangseong which was a superior military and administrative institute. Especially, ‘Wooden Tablet 3’ with Jeonhang(前巷), which was an administrative district of Bangseong or capital of the kingdom, engraved demonstrates the possibility of Nambangseong.
As the forces of Yongsan River Basin had maintained their independence for a long time in Baekje, it must have established the Nambangseong for the purpose of controlling the Mahan forces. In addition, both the geographic advantage favorable for exchanges with neighboring countries and the advantage as a war forward base with abundant resources indicate that Bangseongs did not simply function as defensive castles. Since the five Bangseongs were evenly located over the overall area of Baekje instead of being installed around Sabi, Nambangseong should be found in the Jeonnam area and its center should have been Naju area.
