초록

간도지역은 20세기 초 대외무역이 크게 발달하기 시작하였다. 기존 중국 및 러시아와의 무역에서 일본으로 무역중심이 바뀌었으며 일본의 대륙점령의 야욕이 그 원인이었다. 인천도 이와 마찬가지로 초기 개항부터 일본의 식민지지배를 위한 과정으로 무역이 크게 발달하였으며 이들은 각종 조약과 경제정책을 통해 무역이 확대되었으며 일본에 의지하는 형태로 가속화되었다. 물론 이러한 무역활동의 확대는 지역발전에 도움이 되었으나 그 목적은 식민지수탈과 대륙침공이라는 명확한 정치적 목적을 가지고 있었으며 이러한 번영은 정치적 목적이 충족됨에 따라 크게 부침을 반복하게 되었다.
1920년대 간도지역은 연길, 훈춘 2관을 통하여 조선, 러시아 양국과 무역을 진행하였으며 간도지역의 경제발전에 중요한 영향을 끼쳤다. 우선, 간도지역의 대외무역발전은 당시의 상품생산을 촉진시켰다. 주로 농업생산의 상품화를 발전시켰다. 그러나 간도지역의 근대 신식공업이 발전을 가져 왔다지만 기술함량이 적은 제분업, 기름짜는 가공업에 불과하였다. 둘째, 대외무역의 발전은 세수의 증가를 가져왔다. 그러나 당시 중외무역구조의 차별은 간도지역으로 하여금 줄곧 수입이 수출을 초과하는 상태에 처하게 하였다. 이는 간도지역 자본의 대량 유출을 초래하여 종래에는 간도지역의 화폐가치하락을 조성하여 금융시장의 문란을 초래하였다. 또한 일제와의 저관세는 본국의 민족자본을 보호하지 못하였을 뿐만 아니라 일제상품을 덤핑판매 하는 결과를 낳았다. 셋째로, 비록 간도지역 국제무역에 있어 여러 가지 폐단이 존재하였지만 객관적으로 간도지역의 근대화 발전을 추동하였다. 1920년대 간도지역의 신식공업, 교통, 통신, 금융 등 근대항업의 발전, 그리고 문교, 위생사업의 발전성과는 대외무역이 발달한 결과라고 보아도 무방하다. 그러나 이러한 근대화의 교통시설은 일본이 간도지역의 자원을 약탈하는 기초작업으로 건립되었고 공안국, 감옥, 심판청 및 경찰국 등은 일제가 간도지역 반일세력을 탄압하는 기구로서 이용되었다. 일제는 근대화한 학교를 이용하여 노예화 사상을 선전하였으며 대형금융기관을 이용하여 조선이민의 경제기반을 잠식하였다. 위생사업의 예를 보면 병원을 통하여 민심을 농락하고 간도지역에서의 세력침투를 강화하였다. 간도지역의 근대통신업 발전도 일제가 반일역량을 효과적으로 진압하는 도구로서 시작되었다. 넷째로 비슷한 국제정세와 사회문화적 시기인 1920년대 간도와 20세기 초 인천을 비교하면 국제정세에 따라 무역흐름이 달라진 것은 동일하였으며 그 위상 또한 비슷하게 흘러갔으나 일본으로 주 무역원이 고정됨에 따라 종속적인 형태로 흘러갔으며 결국에는 주 무역대상인 일본의 움직임에 따라 발전이 변화하였다는 결론을 내릴 수 있다.

영어초록

Foreign trade in the Gando area began to develop at the beginning of the 20th century. Traditionally, trade with China and Russia has changed to Japan. This is caused by the desire of Japan’s continental impetus. Incheon has also developed a great deal of trade from the opening of the port to the process of Japanese colonial rule. They expanded trade through various treaties and economic policies. In the end, it changed into a form of dependence on Japan. Of course, the expansion of such trade activities contributed to regional development. Its purpose, however, was to have a clear political purpose of colonial suicide and continental invasion. Therefore, this prosperity has been repeatedly repeated as the political purpose is satisfied.
In the 1920s, Gando had traded with North Korea and Russia in Yanji and Hunchun,and it had an important influence of economic development.First of all, foreign trade development in Gando promoted commodity production at that time, mainly had developed the commercialization of agricultural production. Although it had promoted Gando’s modern new industry0, just amount to low-tech manufacturing industry and oil milling industry. Secondly,the development of foreign trade had brought an increase in tax revenues. But gap between China and foreign countries in terms of trade structure caused situation of more revenues than exports. It had resulted in Gando’s massive outflows of capital and brought about a decline in the value of money and distorted financial markets finally. Low tariffs with Japanese imperialism had not protected national capital also had resulted in dumping sales of Japanese goods. Thirdly, although there was some malpractice, promoted the modernization development in Gando objectively. In the 1920s, development of modern industry such as the modern industry, traffic, communication, Finance and development achievements of mulgyo and sanitary work in Gando, all of the above developments were result of the developed foreign trade. Modern traffic facilities had established for spadework of plundering Gando’s resource by Japan and bureau of public security, prison, hall of Judgement, police office were used by Japanese imperialism for oppressing anti-Japanese forces in Gando. Japanese imperialism had used modern schools to drumbeating a slave image and used large financial institution to encroach upon the economic base of immigrants from North Korea. In the national health service, Japanese won people over by building hospitals and strengthen the penetration of Gando’s power. Development of modern communication industry in Gando were also used for the begin of the instruments to put down the anti-Jamanese forces. Fourth, Gando in the 1920s and Incheon in the early 20th century has the similar international situation and period of social cultural, the comparison of Gando in the 1920s and Incheon in the early 20th century indicates that development changed with the change of main trading partners—Japan.
