Chapter 7: Federal System of Government
What is the government of the United Stated Exactly? How and when did it come to be? We were the people who agreed to accept our government and why did they want to accept it?
The answers to these questions lie in the events that took place between 1775 and 1787. In 1775 the war against British domination began. At that point there was no central American government established by law. There was only the Continental Congress made up of men who believed in independence and who were willing to fight for their cause. It was that Congress that declared the colonies independent of Great Britain in July, 1776, and it was only after that decision that the evolution of our present form of government began. The initial step was to establish legal governments in the states to replace colonial rule. The states established republics; each of the thirteen new states had elected governors and representative assemblies.
The Continental Congress was without legal foundation, and it was necessary to establish some form of overall government agreed to by the people and speaking for all the states. However, the Americans of this period reluctantly accepted this necessity, as the majority believed that they could guarantee their freedom only if each state remained almost entirely independent of the others.
