Chapter 1 Introduction
1.1 Background
Sea transport is playing an unprecedentedly important role in international trade, with ninety percent of the world’s total volume carried by sea. Though being proud of the great contributions made by sea transport to global economic development, we should by no means forget those behind these contributions, the 1.2 million seafarers’ worldwide living and working in the extremely narrow and small spaces in board ships, braving the turbulent waves. The International Maritime Organization, as a specialized agency of the United Nations, is responsible for measures to improve the safety and security of international shipping and to prevent marine pollution from ships.
Matitime Labour Convention, 2006 (hereinafter referred to as MLC) has a great many common topics and extremely similar contents with the English version of Regulations of the People’s Republic of China on Seafarers (hereinafter referred to as PRC). MLC, adopted by ILO as a major new convention, helps achieve worldwide protection for all seafarers, covering the minimum requirements for seafarers to work on a ship, conditions of employment, hours of work and rest, wages, leave, repatriation, accommodation
