Abstract

한국어 초록

지방자치시대의 분권화된 제도가 아직 완전히 정착되었다고 볼 수 없다. 그러나 임명직 지방자치단체장보다 선출직 지방자치단체장의 역할이 과거 일방적 지시 행정에서 지방분권적 행정의 시대로 바뀌었다. 또 공공부문과 민간부문의 분권적 복지 서비스 체제가 부분적으로 활성화가 이루어지고 있다. 이러한 때에 노인복지 행정도 지방화시대에 맞게 연구 개발되어야 한다는 시점에 이 연구를 시작하게 되었다. 따라서 향후 정부나 지방자치단체가 노인복지정책을 수립하면서 사전적, 예방적 정책에 더욱 큰 비중을 두어야 할 것이다. 즉, 전 국민 평생건강관리 정책을 적극 추진하여 적어도 지금의 평균 수명인 약 78세까지 건강인으로서 정상 생활을 영위할 수 있게 할 수 있는 활력이 넘치는 사회를 만들어야 하겠다.

영어 초록

Industrialization for 1960s-1970s made our country the developmental foundations toward an advanced homeland, while the old who contributed very much to development of the country with their ardor of youth with a hardships of life in a shadow to industrialization have been cognized only as existence who made the burden too heavy for our society.
Korea, our country the developing country as well as the developed countries such USA, Germany, and Sweden and so on has been established and applied the various welfare policy of incomes guarantee, medical cure, In-home policy and so forth., for the old in order to settle the old's welfare problems,
Inefficient welfare policy which depended on leadership and administrative force of the central government before the implementation of a local autonomy system changed, and it made an opportunity capable of expectation of a new productive welfare conveying system for the old as a subject of new welfare conveying by the cooperation between government and people to meet a decentralization age.
As the result of study, though the welfare conveying system for the old Choonchun, Gangwon-do province as of the year 2006 which investigated in cases of this researches has developed, yet it found a lot of part to improve due to a difficult budget.
As an example, The Ministry of health and welfare has been considered that the old of the year 65 and over would be reasonably granted a supplementary - transportation according to the wealthy and the poor.
Additionally, the poor regional finance of such districts with the high population ratio of the old in up-country and farm of a remote country place like Choonchun region has to be considered, and the central government has need to carry out a differential support based on the ratio of the old‘s population for the support policy for the old.
Thus, It must establish a welfare conveying system for the old capable of maximum satisfactory for beneficiary's desire, reflecting each local characteristic.
