Abstract

한국어 초록

본 연구는 오는 2008년 7월 시행될 예정으로 있는 노인수발보험법이라는 새로운 사회보험의 출발을 앞둔 상태에서, 급격한 환경변화를 겪을 수밖에 없는 우리나라의 노인요양시설을 대상으로 시설의 복지성과에 대하여 연구한 것이다. 우리나라의 노인요양시설이 급변하는 환경 속에서 조직의 최종목표인 복지성과를 향상시키기 위해서는 기존의 조직 관리로는 한계가 있다고 보고, 경영기법의 하나인 TQM(총체적 품질관리)의 요소들이 노인요양시설의 복지성과와 관련이 있을 것이라는 점에 주목하여, 노인요양시설에 적합한 TQM의 구성요소들을 추출한 후 노인요양시설의 복지성과에 정(+)의 영향을 미치는지를 분석한 것이다.
연구 결과 시설장과 직원이 인지한 TQM 수준은 시설 간 통계적으로 유의미한 차이가 존재하였다. 시설장과 직원이 인지한 TQM 수준의 평균차를 보면 전 영역에서 유료시설의 수준이 무료시설이나 실비시설의 수준 보다 높게 나타났다. 무료시설과 실비시설을 비교해 보면 시설장의 리더십 영역을 제외하고는 무료시설이 실비시설의 수준보다 더 높거나 같은 것으로 나타났다. 시설의 유형에 따라 시설장과 직원이 인지한 복지성과의 수준에 차이가 있는지를 분석한 결과는 입소노인의 시설이용만족도와 직원의 근무만족도에서 시설의 유형에 따른 평균 차이가 통계적으로 유의미하였다.
따라서 본 연구의 결과에 의하면 시장경쟁 체제에서 운영되고 운영비의 전부를 입소자의 이용료에 의존하는 유료노인요양시설에서는 TQM의 구성요소가 성과에 직접적으로 기여하는 요소가 될 수 있는 것으로 나타났다.

영어 초록

Care facilities should play a role of social and public facility where the elderly who are in need of care can be provided with security, medical treatment, and rehabilitation training and service. They should also provide the tenants with a comfortable living condition and protect their human rights. To meet all those needs, we should review the management system for the facilities and find a good way to improve it. It is worth-while to do it because care facilities for the elderly will play a very important part in the future as well as in the present in distributing social welfare while the number of the elderly increases rapidly.
However, our country's care facilities for the elderly have so far been managed in a conventional way. Social care workers depend on watching and supervising for management. Furthermore, the number of the facilities is too small, and no one except a few private fee-charging facilities would adopt a competition system.
By adapting the Total Quality Management(TQM) to the management of care facilities, the author tries to improve its efficiency and examine the outcome. TQM was developed as a management skill by a company in the United States. The company tried to improve the efficiency of management by offering satisfaction with quality, service, and cost to customers. TQM is also one of the management strategies used by one Japanese company which was going bankrupt. The Japanese company in trouble because of its poor management introduced TQM as a final means and successfully improved its productivity through management of quality. These days, in many countries, not only enterprises but also public and private places, such as government offices and hospitals, try to adopt TQM as their management strategy. Recently the government offices and the companies in our country are positively considering its introduction to management.
In the dissertation, the author focuses on the assumption that we can introduce TQM effectively to improve our care system for the elderly, corresponding to the changing social situation.
