I have learned that a good person is rewarded and a bad person is punished. However, I question about that when I watch the news and read newspapers nowadays. Many perpetrators pay a lower penalty than they have to pay for a reason that they were drunk or they are young. They forget what they have done after they go to jail for a few months or a few years and they felt no remorse for their crime. Even some of them are proud of what they have done, even though victim and their acquaintance suffer from that crime. It is a big problem. Nevertheless, is it right to maintain present policies about perpetrator punishment?
There are a few typical examples. One is sexual assault that is one of the biggest issues recently in Korea. And another is school violence. Nowadays sexual assaults are frequently occurring, but government takes no concrete actions about prevention. Even management of criminals is not perfect. In the majority of cases, criminals reoffend after they are released. The problem is that if a person commits a crime while drunk they can be commuted.
