서구복지국가의문제점과 그 원인0
복지국가의 확대와 국가경제와의 관계를 중심으로 오늘날의 서구 복지국가들이 가지고 있는 문제점들과 그 원인에 관하여 객관적인 자료를 통하여 논의하고자 한다. 서구 복지국가들은 1970년대 중반 이후 지속적으로 낮은 경제성장률과 높은 실업률로 인해 고도로 발전된 사회복지제도를 뒷받침할 재정능력이 줄어들게 되어 마침내 사회복지제도들을 축소하는 경향이다.
그렇다면 서구 복지국가는 한계에 왔는지를 밝히기 위해 오늘날의 서구 복지국가들의 어려움에 처하게 된 문제의 근원이 무엇인지를 사회복지와 국가경제간의 관계에 초점을 맞추어 논의하고자 한다.
사회복지와 국가경제와의 관계에 관한 논의는 크게 세 가지로 구분 될 수 있다.
첫째, 서구 복지국가들의 지나친 사회복지 확대가 직접적으로 국가경제를 나쁘게 만들었고 이렇게 나빠진 경제 때문에 사회복지가 부담이 되고 있다는 논리이다.
둘째, 반대의 인과관계로, 사회복지와 관련이 없는 다른 이유들로 인해 국가경제가 나빠졌으며, 이로 인해 사회복지가 부담이 되고 있다는 논리이다.
셋째, 문제의 근원을 정치적 혹은 이념적인 측면에 있다고 보고 즉 1980년대 이후에 나타나기 시작한 세계적인 정치적 이념적 환경의 변화가 사회복지와 국가경제 둘다에 영향을 미쳐 오늘날의 서수 복지국가들의 문제를 야기 시켰다는 논리이다.
1. 최근 서구 복지국가의 변화와 대응
1980년대 이후 석 복지국가의 모습이 이전의 모습과 비교해서 어떻게 변화되었는지를 사회복지지출의 규모, 국가경제의 상황, 빈곤과 소득불평등의 정도 세부적인 사회복지 정책의 내용 측면에서 논의하고자 한다.
1) 사회복지 지출규모의 변화
- 서구 복지국가들은 1980년대 이후와 이전에 있어 GDP에서 사회복지지출이 차지하는 비율이 1960년부터 1980년까지의 20년 동안 매우 큰 폭으로 증가하였다. 스웨덴의 경우 1960년에는 GDP의 10.8%에서 1980년에는 32%로 3배 이상 증가하였다.
