Policy towards North Korea, with it being the only remaining radically communistic country after détente, is one of the most sensitive and critical issues in maintaining world peace. Victor Cha and David Kang each suggests “Hawk engagement” and “Full-blown engagement” as the appropriate policy for US in countering North Korea. In this writing, the writer aims to argue that “Hawk engagement” is the correct policy in tackling North Korea problems on the basis of the analytic method of North Korean leadership and the attitude towards the interpretation of North Korea’s actions.
Victor Cha and David Kang‘s arguments differ in their fundamental analysis North Korea itself: Cha sees North Korea as a threat while Kang claims the opposite. Cha claims that North Korea can perceive some use of limited force as a rational and optimal choice even when there is little or no hope of victory. He is acknowledging the presence of different “decision frame” and the fact that such frame may cause a sequence of logic that may seem irrational to the eyes of those outside of that frame.
