한국어 초록

조선은 건국 이래 중앙집권 정치를 표방하고 각 행정의 말단까지 수령을 파견하여 통치하고자 했다. 조선 초기 지방관은 지방 세력의 억제 정책 속에서 ‘守令七事’의 임무를 가지고 파견되었는데, 이 임무는 명목상으로는 조선말까지 유지되었다. 조선 중기 지방 사족에 의한 향 촌 지배 주도의 시기를 거쳐, 조선 후기 지방제도는 왜란과 호란의 피해 복구가 끝나고 국가의 안정을 이룬 가운데 새로운 방향을 모색하였다. 조선후기 지방제도는 국왕의 왕권 강화책과 맞물려 지방에 대한 역 사, 지리, 호구, 양전 등의 조사와 이를 바탕으로 한 지리서 간행, 통치 강화를 위한 새로운 법전의 편찬을 토대로 이루어졌다. 또한 수령의 권한을 강화하여 지방의 부역과 조세, 교육 등에 지접 관여하는 한편, 새로 부를 축적한 중인층이나 서얼, 몰락 양반 등은 납속책 등을 통하여 국가 재정 확충과 기득권층으로 편입시켰다. 활발한 사회변동 속에서 한편으로는 수령은 흉년이나 역질 로 인한 구휼이 중요 임무의 하나였 다. 韓範錫은 조선후기 현종13년(1672) 태어나 영조 10년(1734) 74세로 세상을 떠난 무인으로 무장으로서 뿐만 아니라 목민관으로서도 여 러 관직을 지냈다. 그는 하동현령으로서 지방 수령의 첫발을 디뎠는데 관직 중 남쪽에서는 제주도의 관찰사, 북쪽 변경에서는 회령부사와 남 병사를 지내면서 특히 목민관으로서 구휼활동에 관심을 보이고 소기의 성과를 거두었다. 한범석의 목민관으로서의 자세한 기록을 찾을 수 없어 여러 방면으 로 그를 조명하는 것은 매우 어려운 일이지만 18세기 국가의 큰 변란이 없던 시기를 살았던 한 무장으로서 목민관의 최우선은 다른 지방관과 다름없이 구휼 문제였으며 상황에 따라 적극적으로 대처한 인물이었다 고 생각된다.

영어 초록

Since the establishment, Chosun dynasty advocated centralization and ruled by dispatching governors to each distal administration. Early Chosun dynasty governors were dispatched with the governors mission to 7th works(守令七事) under the policy to repress the regional forces. After mid Chosun dynasty, the period of rural governing led by local gentries the local government system of late Chosun dynasty sought a new direction when the nation stabilized from the damages of the Japanese invasion(倭亂) and the Manchu war(胡亂). The local government system of late Chosun dynasty was built on policies to strengthen the royal authority and both the publication of geography books based on researching the local history, geography, census, fertile land and the compilation of a new law book ensured the strengthening of rules. Also the reinforcement of the governor's authority allowed them to involve in the local's labor, taxation and education, while the newly fortuned middle-class elites, concubines sons and fallen aristocrats were transferred to the establishment and through policies like the ransom policy they were used to expand the national finances. During these active social changes one of the main missions of a governor was the relief matter from the years of famine and small pox. Han Bum Seuk(韓範錫) was born in late Chosun Hyeonjong 13(1672) and passed away in Yeongjo 10(1734) at the age of 74. As a warrior he not only stayed in public office as a soldier but also a governor. Staying as the Hadong heonryong(河東縣令), he took his first step as a local governor while in the south staying as the Jeju governor(濟州牧使) in the northern boundaries he was the Heoryong busa(會寧府使) and Nambyeongsa(南兵使). He especially showed interest in relief work and achieved the desired results. Without a detailed record it isvery difficult to light Han Bum Seuk as a governor on various aspects. However it is presumed that as a warrior who lived in the 18c when there were no disturbances in the nation his highest priority was like any other governor the relief work and acted vigorously according to the situation.
