지난 수십 년간 우리나라는 가구구조의 지속적인 변화를 경험하고 있다. 주목할 만한 변화 중 하나가 1·2인가구의 급격한 증가와 전통적인 3인 이상 가구의 감소이다. 1980년 전체 가구수의 15%였던 우리나라 1·2인 가구 비율은 1995년 30%로 증가하였고 2010년에는 전체가구수의 48%에 이르고 있다. 이에 반해 1980년 전체 가구수의 85%를 차지했던 3인 이상 가구의 비중은 2010년52%로 감소하였다. 특히 3·4인 가구는 2010년 전체 가구수의 44%를 차지하여 우리나라의 주된 가구유형이 1·2인 소형가구로 변화하고 있다.1·2인 가구 증가와 3인 이상 가구 감소 등 가구구조의 변화는 서울에서도 유사하게 나타난다. 이는 비혼과만혼 증가, 이혼과 별거의 증가와 수명연장에 따른 고령가구 증가 등에 주요 원인이 있다(Lee and Yang, 2012).이러한 변화는 서울을 포함한 우리나라의 산업과 주택 및부동산 부문에 영향을 미치고 있다.가구구조의 변화에 따라 저렴한 소형주택 공급을 확대하기 위해 정부는 2009년 5월「주택법」개정을 통해 도시형생활주택 제도를 도입하였다. 또한 2010년 4월에는준주택을 도입하여 고시원, 오피스텔 등 주거기능을 제공하는 유형을 제도적으로 관리하고 있다. 특히 도시형생활주택 제도는 시설기준 완화와 건설자금 저리 지원 등의유인책을 통해 저렴한 소형주택 공급을 촉진하고자 하였다. 그러나 소규모 원룸형 주택으로 공급이 편중되어 1인가구의 주택 수요는 충족하였으나, 2인 가구를 위한 주택공급이 부족한 문제점이 나타나고 있다. 따라서 가구특성을 고려한 다양한 주택유형의 공급이 필요하다(Lee andYang, 2012).1인 가구에 비해 2인 가구를 대상으로 하는 연구는 매우 부족하다. 이 연구는 2인 가구의 주거실태와 거주특성을 파악하기 위해 지난 10년 간 서울에 거주하는 2인 가구의 현황과 사회경제적 특성 및 주거실태와 거주특성을3인 이상 가구와 비교·분석하였다. 또한 2인 가구가 밀집하여 거주하는 지역과 주거지 유형별 특성을 분석하였다. 이를 통해 가구의 유형별 특성을 고려한 주택정책의시사점을 모색하는데 목적이 있다.
영어 초록
The goal of this research is to explore quantitative and residential features and spatial patterns of two-personhouseholds to suggest policy implications for housing supply and development in Seoul. Major findings of this study areas follows. First, the number of two-person households has increased rapidly mainly due to the growth of the elderlyand single-parent households. They are mainly composed of the elderly over 60s and the youth of 30s of householderage. They are less likely to have well-paying jobs, and thus more likely to suffer from poverty. They are also inclinedto live in rental and small-sized residential units and spatial segregation between the youth and the elderly becameserious. In addition, their residential area can be classified into four types: area adjacent to employment centers,hinterland of urban centers, affordable multi-family housing area and redeveloped apartment area. It is necessary tochange the current housing policy directions to take changing population and household structure into consideration. Also,diversified housing strategies and programs should be prepared to consider various household types and their needs anddemands. Place-based strategies for housing supply and development are needed in consideration of spatial patterns andlocational attributes of two-person households. Attention needs to be paid to resolving the social issue of residentialsegregation between different generations.
