In the two decades of adult education in Korea, perhaps the most significant program was the Literacy Campaign conducted by the government agencies and voluntary organizations which brought about a radical decrease in the rate of illiteracy, that is, from 78% in 1945 to 28% 1960. It is common for many other developing nations, that strong emphases have been placed on the campaign against illiteracy. For these nations realized that “education is the key which unlocks the door to modernization.”
It goes without saying that it is impossible for a nation with an uninformed public to establish a democratic social order and to design and achieve economic prosperity of the nation.
