본 논문의 목적은 필요점 사정을 위해 그 실제적 가치를 인정받고 있는 앨리슨 로젵(Allison Rossett)의 훈련필요점 사정모델에 대한 로저 카우프만(Roger Kaufman)의 견해를 살펴보는 것이다. 훈련필요점 사정모델에서 정의되는 필요점과 Kaufman이 정의하는 필요점은 수행과정에 초점을 두는가 아니면 수행결과에 초점을 두는가에 의해 서로 다르며, 특히 Kaufman은 최상위 수행결과인 성과(outcomes)에서의 차이(gap)가 가장 중요한 필요점이라는 견해를 제시한다. 또한 Kaufman은 필요점사정 과정에서 '왜'라는 질문의 중요성을 부각시키면서, 궁극적으로 필요점사정 전문가에게 리더쉽을 가질 것을 시사하고 있다.영어 초록
The purpose of this discussion was to review Kaufman's perspective on Training Needs Assessment(TNA) by Rossette. Although TNA has proven it's practical usefulness for assessing training needs, Kaufman tries to go beyond what is currently believed as needs assessors' role based on his organizational element model(OEM). The achronym, OEMNA is made up by the author to represent Organization Element Model Needs Assessmet which means Kauman's needs assessment approach through his ideas suggested in OEM.The discussion starts with reviewing types of needs identified by Sleezer(1992). Needs are defined as discrepancies in performanc in both TNA and OEMNA. However, it is argued that needs in TNA mean gaps in performance process (i.e., process and input) while needs in OEMNA mean gaps in performance results(i.e., outcomes, outputs, and product).
Kaufman puts the highest priority on needs identified at the outcome level of result. This is because he wants to contribute to the actualization of the shared ideal vision of society. Therefore, he expects that needs assessors ask 'Why?' during their needs assessment activities. He makes a clear point that needs assessment done without asking 'Why' may even be detrimental to society.
This is because he recognizes that needs assessor in TNA tradition tend to work only for the clients from funding organization. According to him, TNA drives needs assessors to be means-oriented not ends(results)-oriented, and reactive not proactive. Therefore, he contends that with OEMNA, needs assessors will be able to role-down from the ideal vision of the society, contributing to ideal society for future children.
