1. 서론최근 신제도주의의 분파(역사적 제도주의, 합리적 제도주의, 사회적 제도주의)는 각자의 이론적 한계점을 보완하기 위해 상대방의 이론을 수용하는 제 2의 운동이 일어나고 있다.(campbell & pedersen(2001a & 2001)) 또한 학자들 사이에서도 이러한 분파간의 경계가 무너지고 수렴현상이 진행하고 있는 것에 많은 관심거리가 되고 있다.(Nielsen 2001, Immergut 1998, Rothstein(1998, 1996), Norgaard 1996, Dowding & King 1999, scharpf 1997, knight 2001, Clemens & Cook 1999, Scott 2001, Orren & Skowronek 1994, Powell 1991, Campbell 1997a).
조직은 고정된 제도에 의존하면서 변동성을 감소시키고 안정성을 유지시킬 수 있다. 그에 따라 제도적인 유형동질화의 과정으로 성공과 조직의 생존을 향상시킬 수 있다.(John M. Meyer&Brian Rowan, 1977). 따라서 조직은 조직의 생존과 안정성을 위해 대부분 제도를 선택하게 되고 어떠한 제도주의를 어떻게 받아드리는지 관심을 갖게 된다.
본 연구에서는 많은 제도주의 연구들이 분파 간 수렴현상에 대해 다루었지만, 이렇게 다양한 제도주의의 수렴현상을 설명하는 것과는 다르게 신 제도주의가 조직들에게 왜 선택되고 또 그래야만 하는지에 대해서 사회적 신 제도주의를 중심으로 깊이 있게 다뤄보려고 한다. 즉, 이번 연구는 이론적으로 신 제도주의 수렴현상에 대한 기존연구들과는 다르게 조직사회에서 일어나는 다양한 현상에 어떤 제도이론이 더 적합한지 찾아내는 과제(Zysman, 1994)를 주어진 환경 속에 개체의 생존에 관한 내용의 이론인 자연선택이론을 통해서 해답에 한발 다가가기 위한 작업인 것이다.

2.1 신 제도주의(Neo institutionalism)
신 제도주의의 분파는 보통 역사적 제도주의, 합리적 제도주의, 사회적 제도주의로 나뉜다(Hall & Taylor, 1996).
