한국을 비롯한 신흥공업국이 달성한 기술적 추격에 관한 연구의 대부분은 NIEs를 포함한 개도국들이 어떻게 선진국들의 노후화된 기술들을 흡수하고 새롭게 변화시켜 기술능력의 향상을 달성했는지에 초점을 맞추어왔다(Vernon 1966; Utterback and Abernathy 1975; Kim 1980; L,. Kim 1997; Lee, Bae et. al. 1988). 그런데 이러한 관점에서는 추격은 정해져있는 트랙을 따라가는 경주에서의 상대적 속도 문제로 간주되고 기술은 누적적이며 단선적인 과정으로 이해된다(Perez 1988). Dahlman, Ross-Larson, and Westphal(1987)은 약간 예외라 할 수 있다.
